BRADY CITY MANAGER DATE: FEBRUARY 23, 2010 SUBJECT: A REQUEST FOR THE CITY OF LAKE ELSINORE TO ADOPT A RESOLUTION OF SUPPORT FOR THE ESTABLISHMENT OF A REGIONAL SCHOLARSHIP PAGEANT Backaround On February 9, 2010 Anne Bowman, the Owner and Director of Southwest California Pageants, addressed the City Council regarding her proposal to bring a regional scholarship program to Lake Elsinore for girls and young women. Ms. Bowman is looking for conceptual support of the pageant and is not asking for financial support to conduct the pageant. Discussion The pageant would be open to all girls and young woman who reside in Lake Elsinore between the ages of 1 day and 20 years old. The Queen and her court would serve as goodwill ambassadors for the City and Chamber of Commerce events. Such events could include City celebrations, ground breaking ceremonies, new business ribbon cuttings, Chamber mixers, charity events and fundraisers. Fiscal Impact No direct fiscal impact to the City. Pageant costs would be covered by contestant entrance fees, program advertising and sponsorships. Recommendation It is recommended that the City Council adopt the attached resolution supporting the establishment of a regional scholarship pageant by Southwest California Pageants. Anne Bowman, the owner and Director of Southwest California Pageants, has spoken with at different times Mayor Melendez, Kim Cousins and me about the possibility of conducting a pageant for girls and young women in Lake Elsinore. Ms. Bowman will be attending the February 9, 2010 City Council agenda review at 4:00 pm and the 7:00 pm meeting to present her program to the City Council for consideration and support. If the City Council is supportive, staff could be directed to place a resolution of support on the February 23, 2010 City Council meeting. If you have any questions, please feel free to contact me. /msp Attachment Page 7 of 19 February 4, 2010 City Council Members City of Lake Elsinore 130 South Main Street Lake Elsinore, CA 92530 My name is Anne Bowman and I am the owner and director of Southwest California Pageants. My organization conducts regional scholarship pageants in the communities collectively known as "Southwest California." Our guiding principle is community service and we endeavor to instill this value in the young ladies who are associated with Southwest California Pageants. Recently, i approached Kim Cousins at the Lake Elsinore Valley Chamber of Commerce about the prospect of the conducting a pageant for the City of Lake Elsinore in Spring 2010. He has expressed his support for the pageant and suggested that 1 contact Mayor Melissa Melendez to discuss the idea. He also suggested that I coordinate with the Lake Elsinore Unified School District to identify a suitable location for the pageant in the event that the City Council expressed its support for the pageant. The pageant would be open to all girls and young women who reside in Lake Elsinore between the ages of 1 day and 20 years. The pageant would have 10 divisions based on the age of the contestant. The Queen and her court would serve asgoodwill ambassadors for the City and Chamber. Their. attendance at events deemed appropriate by the organizers would be beneficial to both the young ladies in attendance and the organizers. Their role as ambassadors can provide a link to the young people of the community. Such events could include city celebrations and festivals, ground-breaking ceremonies, Chamber ribbon cuttings and mixers, charity events and fundraisers, and more. Southwest California Pageants will conduct the Pageant at no cost to the City. Pageant expenses would be covered by contestant entrance fees, program book advertising and sponsorships. What I would ask is that the City and Chamber recognize these young ladies as "City Queens" and include them at appropriate events. Give them an opportunity to perform the duties normally associated with carrying a "Miss" title. Be assured that what I am proposing is not a beauty or glitz pageant. Contestants will be judged on their personal interview with the judges, on-stage poise and personality and final on stage question. Of the judging criteria, the personal iterview carries the most weight. The younger contestants will have an on-stage Q&A-with the. MC in lieu of the personal interview. There will be no make-up on young contestants and teens will only wear make-up that is consistent with attending a school dance or other special occasion. Page 8 of 19 It is my goal to have the panel of judges select young women that represent the City of Lake Elsinore, that are proud of their community and want to serve their city to the best of their ability. At the end of their reign, they will be awarded a scholarship savings bond by Southwest California Pageants in recognition of their year of service to the City. I believe that pageants can be an avenue for young-women to develop many of the skills that will benefit them throughout their lives. A crown and sash may be won on pageant night, but the year that follows is the time that they are truly earned. Being of service to her community and making.a positive impact on the lives of others builds character and strengthens core values. Some cities have city queens and others do not. It is not my intension to conduct a pageant for Lake Elsinore if the city leaders do not wish to have one. However, I believe that young people, and yes in this case young women, need as many opportunities as possible to be involved in organizations that are working to improve their community. The young ladies that are given the opportunity to represent their city will embrace it in a way that is unique. And in return, the city will have a new tradition which it can embrace and build upon. It will be my pleasure to attend the City Council meeting on February 9`h to give a short presentation to the council during the public comment section at the start of the meeting. I will also attend the "study session" earlier in the day, so I can answer any questions you may have. I met Ms. Bowman nearly two years ago when she conducted the Miss Menifee Valley Pageant. She was the local area coordinator for a pageant organization and though she worked in a volunteer position, she interacted with city and community representatives in a very professional manner. Following Menifee's successful bid for Cityhood, she again took the lead role in launching the first Miss Menifee Pageant held in November 2008. During tl e six month lead-up to the pageant, Ms. Bowman attended Chamber of Commerce mixers, City and civic events. She made a point of getting to know community and business leaders and familiarized herself with the unique aspects of our diverse community. Ms. Bowman not only demonstrated her ability to conduct a successful pageant for the City of Menifee, she conducts herself and her business interactions with integrity and enthusiasm.
