SUBJECT: ROSETTA CANYON FIRE STATION AND PARK PROJECT
NOTICE OF COMPLETION
Background
On May 23, 2006, City Council approved the agreement for professional services with
STK Architecture, Inc. to design and provide technical support for the construction of the
Rosetta Canyon Fire Station and Park. Plans and specifications were completed by
STK Architecture, Inc. for the fire station and park and notice requesting bids was
published. On August 26, 2008, City Council awarded the contract to Perera
Construction, Inc. There have been five (5) prior change orders approved by City
Council
Discussion
Change Order No. 1 was approved by City Council on September 9, 2008 which
reduced the construction cost from $7,814,000 to $5,980,000. This reduction brought
the total project budget within the available budget of $7,441,000. Change Order No. 2
was approved by City Council on November 11, 2008, which revised the original plans
by the project consultant STK Architecture. Change order No.3 was approved by City
Council on July 14, 2009, this added one additional tennis court, 2 full basket ball courts
with the reduction of the two half courts, and the addition of a baseball field. In addition
to this modification the tot lot and restroom facilities were relocated to a more central
area to enhance the park setting and provide more security. In order to enhance the
area surrounding the field, additional trees and landscaping were included. The amount
of this change order is $149,391.68. Change order No.4 was approved by City Council
on November 24, 2009 this change order allowed for the construction of a 1 acre dog
park. The amount of this change order was $55,000 which was funded by the reduction
of fees for water services from EVMWD in the amount of $68,985. All contract and

corrective items of work were completed. The main reason for the delay in completing
the project was the availability of a class "A" import material which became hard to
acquire due to the down turn the economy.
Fiscal Impact
The reduced project construction costs which includes; contingency, project
management, design and inspection are estimated at $7,441,000, which is in the
current fiscal year adopted budget. An amount of $300,000 was budgeted for project
contingency. The combined cost of all four of the change orders totals $213,858.40.

Recommendations
1. File the Notice of Completion with the County Recorder.
2. Accept the improvement with in the City Right of Way into the City maintained
system
