SUBJECT: PURCHASE AUTHORIZATION FOR SUNGARD PUBLIC SECTOR, INC.
HUMAN RESOURCES (HR) MODULE
Background
The City's existing Enterprise Software is under a sole-source license agreement with
SunGard Public Sector, Inc. The Enterprise Software is a software suite of
departmental applications designed to integrate with each other to automate tasks,
routines, and reporting. With the purchase of the HR Module, the Human Resources
Division will be able to take advantage of the process automation and integration with
the existing Payroll Module to help increase the division efficiency.
Discussion
Since the early 1990's, the City has used Enterprise Software from SunGard Public
Sector, Inc. for financial reporting, business licenses, code enforcement, building
permits, cash receipts, payroll and land management. The Human Resources Division
has been tracking personnel information manually through spreadsheet and Word
documents. An increase in personnel record information is required to be tracked
because of Government mandates and City supported community programs such as
the Volunteer Program.
The HR Module is a comprehensive applicant/employee information software program
that will perform the following highlighted features and more:
• Maintain all applicant information and take individuals from the point of
application to the interview through hiring process automatically.
• Track employee education information including continuing education, training,
testing, licenses and certifications, chemical testing, skills and awards, and
complete credentialing information. AGENDA ITEM NO.4

• Maintain up-to-the-minute payroll deduction and benefit information with status
YTD amounts and all tax requirements.
• Maintain records for workers compensation incidents including all OSHA required
data.
• Integrated with General Ledger and Job Ledger; create monthly or annual
budgets based on position assignments.
• Track family and dependent information as well as emergency and beneficiary
information.
• Track all past and future evaluations and results.
• Maintain history of all grievance and disciplinary actions.
• Keep track of employees' use of Family Medical Leave.
• Identify separated employees, dates, reasons, and eligibility for continuing
benefits.
Fiscal Impact
The attached quote (Exhibit A) summarizes the cost for the HR Module purchase and
funding is available in the fiscal year 2011-2015 Capital Improvement Program budget,
Project Id GEN 0057 (Exhibit B). The first year cost for one-time licensing,
installation/configuration, project management, training, and support costs is $20,500,
excluding applicable taxes. Annual recurring maintenance support costs are $2,450,
funded from the IT Division maintenance budget.
Recommendation
Authorize the City Manager to sign and issue a purchase order to SunGard Public
Sector, Inc., to acquire and install the HR Module.

Justification
and training by H.T.E. personnel.
The City currently uses enterprise software provided by Sungard H.T.E. to automate "mission critical" business procces, with the exception of
Hurnnn Resources. Most Human Resource functions are being processed manually. Acquisition of the Lill software module will benefit the City by
automating all HR functions, from employee recruitment to volunteer rectuibncnt, ciecbnnic filing and tracking of personnel records,
documentation of pcisoiinel change of status; bend its admin, training & certification tracking, integration with the payroll module, automation of
grievance and disciplinary actions; performance evaluation documentation. Available as'given screen' and Navilinc. Would provide automation
needed to mmtagccorployces and volunteers.
