3 RESOLUTION NO. 82 -267
APPROVING THE MASTER PROPERTY TAX TRANSFER AGREEMENT
4 BETWEEN THE CITY OF LAKE ELSINORE AND THE
COUNTY OF RIVERSIDE

6 WHEREAS, the County of Riverside and the City of Lake
7 Elsinore are the agencies whose public services would be affected
8 by any annexation of territory to the City of Lake Elsinore; and
9 WHEREAS, representatives of the County and City met and
10 negotiated an exchange of property tax revenue to become effective
11 for areas annexed to the City effective July 1, 1982; and
12 WHEREAS, Revenue and Taxation Code Section 99(d) provides
13 for the adoption of a master property tax transfer agreement, which
14 agreement may be revised from time to time by the parties; and
151 WHEREAS, the City Council desires to enter into a master
16 property tax transfer agreement with the County of Riverside; now,
17 therefore,
18 BE IT RESOLVED by the Board of Supervisors of the County
19 o f Riverside, State of California, in regular session assembled on
20 A ugust 3, 1982, as follows:
2 1. When the City of Lake Elsinore assumes the service
22 responsibility for the suppression and prevention of structural fire
23 - n the territory to be annexed to that City and for such assumption
24 o f service the City shall receive 100% of that
portion of the pro -
2 p erty tax revenue generated within the territory to be annexed and
26 ollected by the County of Riverside as a structural fire protection
27 ax.
28 2. The City of Lake Elsinore shall assume the responsibility

I for providing all other municipal services to the territory to be
2 annexed and for such service assumption the City shall receive 25%
3 of the County of Riverside's share of that portion of the property
4 tax revenue generated within the territory to be annexed pursuant
5 to the California Constitution.
6 3. The Auditor - Controller is hereby requested to convert
7 the above established percentage figures into actual dollars and
8 thereafter to allocate such property tax revenue in accordance with
9 the provisions of Section 95 et seq., of the Revenue and Taxation
101Code.
11 4. The Board of Supervisors of the County of Riverside
12 hereby agrees to the exchange of property tax revenue set forth abov
13 and approves this master property tax agreement with the City.
14 5. The Clerk of this Board shall transmit a certified copy
151 of this Resolution to the City Clerk of the City of Lake Elsinore,
16 to the Executive officer of the Local Agency Formation Commission
17 and to the Riverside County Auditor - Controller pursuant to Revenue
18 and Taxation Code Section 99.
