BRADY CITY MANAGER DATE: JULY 27, 2010 SUBJECT: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING THE CITY PUBLIC WORKS STANDARD DRAWINGS Background The City of Lake Elsinore became part of Riverside County, upon the County's formation in 1893. Except for the roadway dimensions identified in the City's General Plan, the City adopted the use of Riverside County Standard Drawings. These standards provide the street, drainage, and traffic details and standards used for design and construction of improvements within the City. Discussion It is the recommendation of Public Works Department staff that the City should have its own set of standards to address the specific needs of the City. These designs are the result of extensive review and refinement and in many cases, have been developed to their present state incorporating field experiences. The City will have greater control and flexibility in modifying the standards to keep pace with new technologies, changes in construction methods, new regulatory requirements and meet the specific needs of the City. Once effective, all new plans and specifications must reflect the new standards; plans currently in plan check will not be required to implement the new standards. A hard copy of the Standard Drawings will be made available to the public for a fee that covers the cost of publication. The Standard Drawings will also be made available on the City website at no charge. Recommendations It is recommended that the City council introduce by title only and waive further reading of Ordinance No. 1284 adopting the Public Works Standard Drawings. Prepared by: Ken A. Brady&/ City Manager Attached: Ordinance Page 2 of 9 ORDINANCE NO. 1284 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING THE CITY PUBLIC WORKS STANDARD DRAWINGS WHEREAS, the City, upon inclusion in the formation of Riverside County adopted and has continued to require adherence to the Standard Drawings of Riverside County; and WHEREAS, staff has determined that it is in the best interest of the City to compile and adopt a set of Public Works Standard Drawings to meet the specific needs of the City; and WHEREAS, adoption of the City's Public Works Standard Drawings will give the City greater control and flexibility in modifying the standards to keep pace with new technologies, changes in construction methods, new regulatory requirements. THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DOES ORDAIN AS FOLLOWS: SECTION 1. For the purpose of establishing the City's own standards, specifications, and directions for design and construction of any road, or other land division improvements required to be constructed in the City of Lake Elsinore, the "Public Works Standard Drawings" with cover page and table of contents attached as Exhibit "A" hereto and the complete document incorporated here by this reference is hereby adopted. SECTION 2. The City Council authorizes and directs the Director of Public Works/City Engineer to prepare future changes to the "Public Works Standard Drawings". SECTION 3. If any provision, clause, sentence or paragraph of this Ordinance or the application thereof to any person or circumstance shall be held invalid, such invalidity shall not affect the other provisions of this Ordinance and are hereby declared to be severable. SECTION 4. This Ordinance shall take effect thirty (30) days after the date of its final passage and shall apply to all engineering plans that have not been submitted to the City Engineering Division for plan check on the effective date of this ordinance. The standards of Riverside County Ordinance 461 shall apply to all engineering plans which are in plan check on the effective date of this ordinance. The City Clerk shall certify as to adoption of this Ordinance and cause this Ordinance to be published and posted in the manner required by law.
