SUBJECT: RESOLUTION TO INCREASE LAKE USE FEES
Background
The City expends over $2-million per year to maintain the Lake for general
maintenance, operations of aeration systems, Lake Patrol and supplemental water.
The City's annual revenue from Lake Use Fees received from boaters is
approximately $320,000. Residents of the City fund the majority of the remaining
cost to maintain the Lake.
Some of the prime beneficiaries from maintaining the Lake are those who actually
utilize the Lake for boating, water-skiing, wakeboarding and fishing. Increasing the
Lake Use Fees paid by boaters would partially offset the total cost to maintain the
Lake.
Discussion
The City sells both daily and annual lake use passes. The annual lake use passes
are further differentiated into categories, such as motorized or non-motorized
vessel, resident, non-resident and commercial. Attached is a "Summary of Lake
Use Pass Regulations & Fees" that describes the various lake use passes offered
for sale by the City, current fees and the proposed changes in fees.
Over the last two years the City's average annual sales from Daily Lake Use
Passes is approximately 27,000 passes at $10 each for a sum total of $270,000.
City Staff proposes raising the fee for the Daily Lake Use Pass to $15. If average
annual sales remain the same, then projected revenue should increase by
approximately $135,000 per year beginning FY'10-11.
The City sells about 270 Annual Lake Use Passes per year at approximately $130
each for a total sum of about $35,000. The proposed change in fees is projected to
increase revenue by approximately $13,500 per year beginning in FY'11-12.

If the City Council approves the Resolution to increase Lake Use Fees the changes
in the Daily Lake Use Fee will be effective July 1St, 2010. The Annual Lake Use
Passes are good for the calendar year and by ordinance, the fees are required to
be effective at the beginning of each calendar year. Therefore, the change in the
Annual Lake Use fees will not be effective until Jan 1St, 2011.
The last time the City raised Lake Use Fees was in 2007.
Fiscal Impact
Approval of the Resolution to increase Lake Use Fees is projected to increase
annual revenue by approximately $135,000 for FY'10-11 and by $148,500 in
succeeding years.

RESOLUTION NO. 2010-
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, APPROVING ADJUSTMENTS TO
SCHEDULE OF LAKE USE FEES.
WHEREAS, the City of Lake Elsinore is required by the State of California to
maintain the Lake for public park and recreation purposes in perpetuity; and
WHEREAS, the City Council of the City of Lake Elsinore is desirous of
providing adequate services for operating and maintaining Lake Elsinore for the benefit
of the boating public; and
WHEREAS, the City's operation and maintenance costs for the Lake exceeds the
annual revenues from Lake use; and
WHEREAS, it is essential for boaters to pay their fair share of the costs to
provide services so that the Lake can remain available as a recreational resource; and
WHEREAS, the fees collected pursuant to this resolution shall be used for
operating and maintaining the Lake for use by the public; and
WHEREAS, the City Council does now desire to modify the use fees for the Lake
by adopting the Schedule of Fees as set forth herein.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE DOES HEREBY RESOLVE, DETERMINE AND ORDER AS
FOLLOWS:
SECTION 1. Schedule of Fees for Daily Lake Use Pass. The following fee shall
be charged to City residents and non-residents for the use of Lake Elsinore for purchase
of a Daily Lake Use Pass:
Day Use Pass
Daily Lake Use Pass $15.00 per day
SECTION 2. Schedule of Fees for Annual Pass and Commercial Pass. The
following fees shall be charged to City residents and non-residents for the use of Lake
Elsinore for purchase of an Annual Pass and Commercial Pass:
Annual Pass (Standard & Lake Front)

SECTION 3. Effective Date. The City Clerk of the City shall certify the adoption of
this Resolution. Section 1 shall be in full force and effect as of July 1, 2010. Section 2 shall be
in full force and effect as of January 1, 2011.
