A regular meeting of the Elsinore Planning Commission was held on
the above date~he meeting vaas called to order at the-hour of 7:30 P alt
with chairman Claxton presiding.?
Commissioners: Bennett,CoxonGoodwin and chairman Claxton answer
roll calla
Thereupon the Sec' y'rea;d the minutes of the meeting held on the 19
of November and there being no errors or omissions were approved as rea
Thereupon the SecTy read a letter from the City Council,Council
complementing the Commission for there work on drawing up the Zand Use
dap and Ordinance,which vaas worked on for a number of years'%
Two building permit applications were then studied by the Commission,
these having been refered to Commissions as they called for variance:
The Later llay Saints Church to build a building for class rooms at
there present location on Ellis Street just North of Pottery
~`dhereupon it 4^~as moved by Comm.`: Bennett second by Comm := Coxon that
the Commission recomend to the City Council that the permit be granted,
due to excisting plant to accomadate the expanding youth°~~All present
Fire and building laws to be lived up to,whieh motion upon vote tivas

building in rear of property into living quarters:
whereupon it was moved by Comm.` Coxon second by Comm~oodwin that
the Commission recomend to the City Council that permit be granted,
Building already is on the property with only violation being clearance
in rear,to comply with. co de in regardsto,proper size of rooms and-prop ex
light,which motion upon vote was carried:

Mflhairman Claxton announced that this was the second hearing
as advertized and those present could voice there Protests on the
' changes that had been made at the first hearing:
Rfir Thornbeek explained the changes to those present and there_
were no objections;

At this time a letter from T.JHuds~n property owner on South

changing of said blk.`6 from zone R-3 to zone R-l

Mr Thornbeck read letter from City Council of there recomendations

Chairman Claxton explained the reason there locations were in they
i said zones by request of the most of resedents in that locality and
j the Commission could not make any changes as the two public hearings,

organization was favorable to the program as a vrhole as it naw was ;~

that the Commission reeomend to the City Council the adoption of the
land vse program as drawed up at,the second public hearing, with the
exception of Blocks 10-11 and 12~.ocated between Zewis Stj and Kello

by registered mail as to-,there disire if this should stay in zone
R-3 or be put in a R-1 zone`;which motion upon vote was carried`:

Regulai7 meeting of the Elsinore Planning Commissom was called to order at S:OOpm
with chairmen Claxton in the chair,following.commissioners answered roll-call
Goodwin-Walker & Chm Claxton absent Bennett & Coxon both members out of town on
vacations, City Clerk R W Goodwin acted as secretary in the absence of Paul Kueafi3i
who was confined to hospital in Long Beach.

,;' Secretary read thk minutes of meeting held June 18th there being no errors or omission.

Secretary r$ad a letter from Rev, Simpson of the Nazerine Church relative their request
for permission to construct a church at the corner of Lewis & Graham,letter was
accompanied by the results of a survey of the reactions of various residents of the
affected area, survey shows 12 residents contacted 8 favoring the church and /~ objected
some not contacted, at the suggestion of chm Claxton with the approval of commissioners
present matter was tabled until next meeting for further study,
This being the time and place advertised as a public hearing on thn proposed zoning and
lead use map and ordinance chairman announced the fact. and introduced Mr Diggs who
outlined the changes made 3n the map since the last hearing and called on those present
to voice their objections and opinions, Karl Huber spoke briefly on behalf of property
owners in the vicinity of FZint~Linthorn & Main streets expressing the. desire to-have
C zone on main street extended to Mint}aorn instead of the R 3, Chm Claxton asked that
i the property owners effected vote on the question which resulted in a y.to 1 favorable
N< vote with Huber stating that three owners not present were favorable,chm then asked for

o£ and appeared satisfied worth the explanation given by Mr Diggs and Mr Claxton,
4 Secretary read a letter from Lenore Tappa protesting against the change from C 2 to R3
of property in the vicinity of Lakeshore & Sprind streets and requested lots 1 3-5-7-9

following named persons objected to the zones there property had been
