A regular meeting of the Elsinore Planning -0onmrission was held on the above
date. The meeting was called to order at the hour of 7:30 P,p4,with cahairman
Robert Claxton presiding,
Commissioners; Feinstein,Crane,Lansing and chairman Claxton answer roll call.
.Thereupon the clerk read the minutes of the October,20,19k9 meeting and there
being no errors or omissions were approved as read,
Thereupon the clerk read a letter fron Senator Dilworth thanking the Commission
for invitation to Planning Congress meeting and stateing that he was very sorry that
he was unable to attend.
Thereupon the clerk read a letter from Planning Congress in regards to the meeting
to be held at Ventura,they requesting that the local Planning Commission send a
delegate who would make a three minute talk an some suject that the local Commission
had worked on, Commissioner Crane stated he i~rould take this talk on as he planned to
attend.
General discussion on Air Ports,Main Street widening at the corner of Main and
Peck streets and on relocating highways, No action by the Commission,
~ Whereupon it was moved by Comm,Feinstein second by Comm. Lansing that Mr Johnson ~
of the Sprouse Ritz store be recomended to the City Council as a fifth member to the
Planning Commission,which motion upon vote was. carried, i

Council had taken no action on the proposed new zoning ordinance it again be brought
to the attendtion of said Council and ask them to review for adoption this proposed
zoning ordinance in the very near futhure,which motion upon vote was carried. ~
General discussion on minor sujects but no action.

111 Thereupon the clerk read the minutes of the °ept.8,1949 meeting and there being
no errors or omissions were approved as read.
General discussion on swiming pools and di£ferant parties who had proposed build,
~ools were discussed as to there location and permits required for same,no action by
~ ommission.
The question of the Railroad on Spring street brought up, and it was explained that
the `'anto fee co. would not take any action as to paveing over the tracts untill a
cross section survey was made and presented to there office,
~ •'~'Whereupon it was moved by Comm. Claxton second by Comm. Feinstein that it be
recomended to the City ~'ouncil that a cross ,section survey by made of Spring Street
and said survey map presented to the `'anta ree Railroad office which motion upon vote
i~ was carried.
Whereupon it was moved by Commissioner Crane second by commissioner reinstein that
the meeting be adjourned, which motion upon vote was carried.

Comm. recomend to the Council that due to complaint although it was not Planning
comm. business that the police department be instructed to inforce Ordinance No.236
in regards to the trailer being used as a residence on the Jarret property at the
~'~esterly City Limits which motion upon vote was carried.

recomend to the City Council thyt proceeding be started for the removal of the Santa.
Fe Railroad tracks fgom pring treet.There tracks to end some where at the North

recomend to the City Council-that Mr Mann be given consideration as to water for use
in his proposed s~m~ng pool which motion upon vote was carried,
Whereupon it was moved by Comm. Feinstein second by Comm.Crane that the Conan.
recomend to the City Council that all beach lots be cleaned and those belonging to
private owners be charged to them for skid cleaning,which motion upon vote was carri~
Whereupon it was moved by Comm. Feinstein second by Comm.Lansing that the Comm.
recomend to the City Council that Mr ed Nelson be appointed as the fifth member to
the Planning Commission which motion upon vote was carried.
Whereupon it was moved by Chairman Claxton second By that it
be recomended to the City Council that a program be started to put fresh water in all
mains and the sulphur water be reserved for commercial use only.Motion lost for want
of a second.
Whereupon it was moved by vommo. Crane second by Commissioner Lansing that the
question of fresh water in a12 mains be tabled untill next meeting which motion
upon vote was carried.
Whereupon it was moved by comm. Crane second by Comm. Lansing that the meeting be
adjourned which motion upon vote was carried.

the Commission recomend to the City Council that an unofficial survey be made to see i
property owners in the territory recomended for annexation were willing to come into t
city which motion upon vote was carried.
Whereupon it was moved by Commissioner Lansing second by Commissioner Feinstein
the Planning Commission write to Senator John Phillips, SEnator Downey and Senator
Downey to ask there support for a pilot plant on the pacific coast to reclaim fresh
from salt water,which motion upon vote was carried.
Whereupon it was moved by Commissioner Feinstein second by Commissioner Crane that
it be recommended to the City Council that an improvement progam under the 1911 act
be stafrted to install curbs and sidewalks on West Graham Ave. From Spring Street to
Westerly City Lima.ts.Which motion upon vote was carried.

it be recomended to the City Council that the State Planning Commission act be adopted
by referance and made part of the City Planning Commission Ordinance which motion: upon
vote was carried.

be recommended to the City Council that some kind of Municipal recreation facilities
be developed by the City,which motion upon vote was carried,

Thereupon the clerk read a letter from Mrs Van Dame in regards to a permit for the
remodeling of her home,which had been refused by the building inspector.
Whereupon it was moved by Commissioner Crane second by Commissioner Lansing that
as the Planning Commission had no juridiction on the matter the letter from Mrs Van
Dame be turned over to the Board of Apeals,which notion upon vote was carried.
® Thereupon it was moved by Commissioner Crane second by Commissioner Feinstein
that the Commission reeomended to the City Council that a project be started to Cut
West Graham Ave, to grade,Install curbs, and sidewalks ,Useing State funds for the curbs
if available and property owners paying for sidewalks,which motion upon vote ryas carries

that the. Commission recomend to the City Council that a Parkway tree planting program b.
stated and that Carab trees and Evergren Elms be the universal tree adopted as the
proper trees .for parkway planting which motion upon vote was carried.

it be recomended to the City Council that three sections lying outside City limits be
annexed to the City. These parcels being NorthEast part of City, West part anf South
and fast of Lakeshore and Ia.ne Streets,vrhich motion upon. vote was carried.

be recomended to the City Council that they consider resurfacing West Heald Ave.with
gasoline tax money during the 1949-1950 fiscal year, This being the next important

the Planning Commission recomend the approval of Melons Camp us an Auto Park and Trail
Camp,as set aside and approved sanitary conditions. Said Auto Park and Trailer Camp to
comply with Sate County and City Laws and Ordinances,which motion upon vote was
carried.

the Cormni.ssion recomend Mr Thomas 'vans for appointment to fill the vacancy on the
Planning Commission. Three Votes Yes, One member not voting.

the Planning Commission recomend to the City Council the adoption of anew City Zoning
Ordinance as drawn up by the Planning Gommission,which motion upon vote was carried.

Robert Claxton be reappointed as chairman of the Planning Commission,which motion

General discussion on Trailer camps,rezoning and fifth member of the Planning
commission.No action.
~-Commissioner Crane reported that he-had located tva parcels of land in the North-
East section of the City that was State title property and that as the City could
purchase .said property from the State at a very small cost it should be purchased
for a possible City dump site.
'~" Whereupon it was moved by Commissioner Lansing second by Commissioner Crane that
the Commission recomend to the City Council that said State property be investagated
by the City Council and if they thought it was suitable that City Attorney Best be
asked to contact Board of Supervisors Por the purchase of said property by the City,
which motion upon vote was carried,

the meeting be adjourned which motion upon vote was carried.

r- Mrs Geshky being present asked the. Commission that she be allowed to operate a
Nursery Sckool at 111+ North Lowell Street.
~- Whereupon it was moved by Commissioner Lansing second by Commissioner Crane that
the ommission recomend to the City Council that the request of Mrs Geshky be allowed
providing it could be done without spot zoning,which motion upon vote was carried.
"`e Building Inspector Di Giacomo reported to the ommission that melons camp would
have to be recomended by the Commission as a TrailercCamp before the State would
issue a permit.
.~-.Whereupon it was moved by Commissioner Crane second by Commissioner Lansing
that the Commissioner would recomend said trailer camp at the .time that Melons camp
was brought up to comply with all State,County and City laws which motion upon vote
was carried.
The matter of the Lake Knats brought up and it was reported that the State and
County urould take over this problem.Freight on material used would probly have to be
paid localy but all other expenses would be taken care of by State and Councty.
City Dump question discussed and Commissioner Crane appointed by the Chair to
investage State tax title property in the North East section of the Elsinore City
l; mits.

Thereupon the clerk read a letter from the Southern Calif Planning congress, they
acknowledgeing receipt of money for 1949 dues,asking for names of those City_ officials
desiring notices o£ meetings and asking that one member of local Comnissidri~be appoint
as a delegate to monthly meetings.

Chairman Claxton be appointed as a delegate to the meeting of the Planning Congress,

Baer clerk of the High School board was called on, He explained and showed a plot
plann of the proposed new school buildings which would. cover all o£ Blocks 30-31 and
32. The Football Field would be moved further east and be on what is now silver stree
For this reason they were ask;-ng that Silver street be of£icaly closed.

statred at such a time as the School program was actualy started,which motion upon vo

a map for the proposed new zoneing Ordinance which motion upon vote was carried,

date. The meeting. was called to order at the hour of 7:30 P.M.. with Chairman Claxton
presiding.
Commissioners: Coxon, Lansing, Feinstein, Crane and Chairman Claxton answered
roll call ~ Commissioner Crane reported present at $:15 P.M.
Thereupon the clerk read the minutes of the February 10th, 1949 meeting and
there being no errors or omrussions were approved as read.
CALENDAR 14
Alhereupon it was moved by Commissioner Lansing, sea~nded by Commissioner Coxon,
that a final report be made on the petition for the amendment of Ordinance 236 by
the addition of a new zone to be known as Zone R3-A, and providing that such uses
might be made of property therein as are now provided in Zone R-3, together with
allowing retail sales in connectiomm with other uses now permitted therein, and also'
parking lots, and the placing of the following described property in said Zone R3-A,
to wit
Lots 7 to 11, both inclusive in Block E and Lots 24
to 29, both inclusive in Block F of Jones Addition
to Elsinore,
is hereby made to the City Council of the City of Elsinore by the Planning Corrmiissio~
thereof, recommending that the. petition be granted and that said Ordinance, be amend-
ed as above set out, and the above described property be placed in said Zone R3-A,
which motion was carried by the following vote:

Planning Commission thereof, recommending that the said petition be granted.
Said property is described as Follows:
All of Blocks 51,56 and all of Block 22, except
the Southerly 165 feet thereof; the Easterly 150
feet of Block 57 excepting the Northerly 1$0 feet
thereof and the Easterl~r 150 feet of Block 23,

Silver Street be closed as school o:anes on both sides and planned extensive build-
ing.
WI-IEREUPON, it was moved b~. Commissioner Lansing, seconded by Commissioner Coxon
that the request be tabled until such a time as definite plans were sugmitted and
that clerk write school inviting them to attend a meeting and explain their plans
to the Commission
Mrs. Leese was called on and asked the Commission that she be allowed to operate
a Riding Academy, Rodeo Ground, Archery and Tennis Court.

that Commission recmmend to the City Council that Council grant this request if it
could be done without re-zoning, which motion was carried by the following vote:

contact dif£erant ball clubs to try and get them to Elsinore for there spring train-
ings,which motion upon vote was carried

the Commission recomend to the City Council that a shuffle board be installed in the
City Park,which motion upon motion was carried.

that the Planning Commission recomend to the City Council that the Council have the
approval of the Commission for a recreation building in the City Park providing it

A regular meeting of the Elsinore Planning Commission was held on
the above date. The meeting was called to order at the hour of '7:30P,M.
with Chairman Claxton presiding.
Commissioners, Lansing, Feinstein, Crane and Chairman Claxton an-
swer roll call. Commissioner Coxon absent.
Thereupon the clerk read the minutes of the January 20th, 1949
meeting and there being no errors or ommissions were approved as read.
Thereupon the clerk read a letter from Mrs. Chambers, owner of
property on the corner of Chestnut and Franklin Streets, said letter
asking the Planning Commission to recommend to the City Council that
her property be rezoned.
Mrs, Chambers being present was called on and she explained some
of her reasons for wanting this property rezoned. It now being in zone
"R3'T Residential, and so as to get her investment back she wanted it in
a business or hospital zone.

Thereupon the clerk"read the petition of B, F, Burchfiel, Hal
Construction Co., Sam Tischkoff, D, L, Prows, Masonic Bldg. Association
J. Steinberg and Patricia Hall for the .amendment of Ordinance No. 236
by the addition of a new zone to be known as Zone "R3A't and providing
that such uses might be made of property therein as now provided in
Zone "R3'T, together with allowing retail .sales in connection with other
uses now permited therein and also parking lots and the placing of the
following described property in said zone "R3A", to wit:
Lots 7 to 11 both inclusive in block E and
Lots 25 to 29 both inclusive in block F of
Jones addition to Elsinore was received.
Whereupon it was moved by Commissioner Lansing, seconded by Com-
missioner Crane that a tentative report be made thereon and that the
City Council of the City of Elsinore be requested to fix a date for a
public hearing thereon before the Planning Commission and specify the
notice to be given for said hearing, which motion was carried by the
following vote;
AYES: Commissioners Lansing, Feinstein, Crane, and
Chairman Claxton.
NOES: None

Thereupon the clerk imformed the Commission that this calendar for
rezoning had been referred back to the Commission by the City Council
for change in boundaries as requested by petition of property owners,
for rezoning the following described property by removing the same from
Zones "R3"and "B2" and placing the same in Zone "B1".
Said property is described as follows:
All of Blocks 51,56, and all of Block 22

Whereupon it was moved by Commissioner Feinstein, seconded by
Commissioner Lansing that a tentative report be made thereon and that
the City Council of the City of Elsinore be requested to fix a date
for a public hearing thereon before the Planning Commission and specify
the notice to be given for said hearing, which motion was carried by
the following vote:

Thereupon the clerk read a petition from Jack Y. Berman request-
ing the rezoning of his property that was now in Zone '+R3" to a "B1'T
zone, said property. being what is known as the "Plaza Blocks) Westerly
portion of Block D Jones Addition.
Whereupon it was;r:moved by Commissioner Crane, seconded by Com-
missioner Feinstein that this request be tabled until such a time as
A'Ir. Berman presented his plans for the improvement of the property
which motion upon vote was carried.
Whereupon the clerk read a petition from Mona and Samuel Leese
requesting that their property consisting of acres lying in the No.
Easterly section of the City be rezoned so they could operate a dude
ranch and club.
Whereupon it was moved by Commissioner Lansing, seconded by Com-
missioner Crane that this matter .be tabled for a study by the Commissio
as to what problems it would bring up if rezoned, also what effect it
would have on the proposed master zoning plan, which motion upon vote i
was carried. 4
a- The matter of the Elsinore Planning Commission becoming a member
of the Southern California Planning Commission Congress was brought up
and it was reported that the City Council was in accord with this.
~` Whereupon it-was moved by Commissioner Crane,. seconded by Com-
missioner Lansing that the Commission recommend to the City Council tha
they be authorized to take out said membership and the City pay for
same out of the General fund, which mot#,~~i upon vote was carried.
~"" Chairman Claxton reports that he had contacted Mr. Burchfiel in re
Bard to the City using their old clay pit Northwest of the City for a
dump. N1r. Burchfiel stating that as soon as they had made a few more
tests for mining and found it wouldn't pay,the City could use said pits
for dumping with no cost except the yearly taxes. A final report on
this matter very soon.

~' John Di Giacomo, City Building Inspector, at this time told the
Planning Commission that they and the City Council should and could
help out the High School district in getting funds from the State for
the building of proper School buildings. Also again spoke on the plan
of a new Zoning Ordinance for the City of Elsinore patterned after the
one in use in the City of E1 Segundo.
-~ Whereupon it was moved by Commissioner Claxton, seconded by Com-
missioner Feinstein, that the Commission again could recommend to the
City Council that a suitable map be purchased so as that the Commission
could make their plans for said new Zoning Ordinance to be presented
to the City Council for approval, which motion was carried by the
following vote:
AYES: Commissioners Lansing, Feinstein, and Chairman Claxton.

At this time the request of Mrs. Chambers brought up, and as it
seemed to the members of the Commission that her request was mostly for
her ovm gain and not to any benefit to the property in that vicinity,
The following motion was made.
Whereupon it was moved by Commissioner Crane, seconded by Com-
missioner Lansing that the matter be tabled until such a time as NIrs.
Chamber had a definite plan as to just what type of business she de-
sired her property to be zoned into and that such business would be
established with a stated time, Which motion upon vote was carried.
Whereupon it was moved by Commissioner Crane, seconded by Com-
missioner Feinstein that the meeting adjourn to meet again on Feb,

A regular meeting of the :.lsinore Planning Commission was held on
the above date.The meeting was called to order at the hour of x:30
P.M.with Chairman R,Claxton presiding.
Commissioners Coxon,Lansing,Feinstein and Chairman Claxton answer
roll call.
Thereupon the clerk read the minutes of the January 6th.,1949
meeting and there being no errors or ommissions were approved as read.
Thereupon the clerk read letters from Mrs Gelber and Mr Kaminski in
regards to the rezoning of East Graham Ave. These parties requesting
that if any part of East Graham was rezoned that the complete block up
to chestnut Street be included,
Whereupon it was moved by Commissioner Lansing second by `~ommissione~
Coxon that the above parties be imformed that no change could be made in
boundries at this time. they would have to start new proscedings if theyr
vaanted rezoning for there property which motion upon vote was carried.
General discussion on rezoning differant parts of the City also on
a plan to adopt a new zoning ordinance using the plans adopted by the
City of Elsgunda as much as practable.
Commissioner Feinstein reported that the Alley in back of the City
Hall between Prospect and Graham Ave was in very bad shape.
-~- Whereupon it was moved by Commissioner Feinstein second by Commissi
that the Commission recomend to the City Council that this Alley be rep-
aired with a coat of blacktop which rnotion upon vote was carried.
Report on the closing of the west end of Library Street as requested
by Mrs Henderson made but no final action as the members of the Comm-
ission wanted more time to study this subject.
Whereupon it was moved by Commissioner Lansing second by Commissione
Coxon that the meeting adjourn which motion upon vote was carried

date. The meeting was called to order at the hour of g:00 P.M. with Chairman Claxton
presiding.

Thereupon the clerk read the minutes of theca~pecial Meeting of December 9th
and 27th, and there ,being no errors or ommissions Caere approved.

This being the time and place for a hearing on the proposed aeuuendment of
Ordinance No 236 of the City of Elsinore, the Planrd.ng Commission heard those prey
in favor of and against the proposed ammendments.
Whereupon it was moved byc;Cotmnissioner Lansing, seconded by Commissioner
Feinstein that a final report be made thereon, recommending to the City Council of
the City of Elsinore, that Ordinance No. 236 be amended as follows:
Iots 7, 8, 9, 10, and 11 Block E, Jones Addition to Elsinore,-Also Lots
29, 28, 27, 26, and 25 of Block F Jones Addition to Elsinore said lots facing East
Graham Avenue he removed from Zone R3 and placed in a B1 Zone with restrictions.

Mrs. Henderson, owner of the Lakeview Hotel at this time was called on
and she stated that she wanted the west end of Library Street closed as she owned on
three sides and planned improvements.
Whereupon it was moved by Cormcnissioner Crane, seconded by Commissioner
Coxon that as this property was part of a s~~tion of the City that was being
planned as a civic center, that the matter be tabled for further study by the Com-
mission which notion was carried by the following vote:

Commissioner Crane reported that he had under consideration different
locations for a new City dump, but as yet could not make a complete report. General
discussion on the dump matter but no action by Comrtiission.

Coxon that the Commission recommend to the City Council that after grades have been
established for the Streets of the City a program be started by the Council to in-
stall curbs and sidewalks throughout the entire City with the cost of same to be
paid by property owners, improvements to be under a ten-year program. Ydhich motion
was carried by the following vote:
