The meeting was called to order at the hour of 5:00 PSN, with Chairman Claxton presiding. Commissioners: Coxon, Crane, Feinstein, Lansin and Chairman Claxton answer roll call. Thereupon the clerk read the minutes.of the Nov. 15, 1945 meeting and there being no errors or om*~tissions were approved as read. "'Zzereupon the clerk read a letter froriP4r. Joseph "'iscitello asking that 7;:9,11,13,15,17 and 19 Block 23 be rezoned from a R3 gone to an industrial zone. """ This rezoning matter discussed to some length and the matter of recorrunending to the Council to adopt a new zoning ordinance suggested by Bldg. Inspector Di Giacomo he stating that the City of El Segundo had a zoning ordinance that just about fitted this City. Chairman Claxton appointed Conunissioner Crane with the help of Nr. Di Giacomo to make the needed changes and draw up a map of this proposed ordinance to present at the next Planning commission meeting. ""Thereupon the Clerk read a letter from PSr. 3dalser agent for property East of the Cityy* which he offered to sell to the City for a new City Dump. The price being v"v3,500.00 for twenty acres, which the commission thought rather high. Commissioner Crane appointed to find out if there was any other property for sale in this same section of the City, also to contact tax office in Riverside to find out if there was an~r deliquent property for sale that would do for a dump. Lansing that the Commission recomend to the City Council that an ordinance de drawn up and adopted to cause all buildings being moved into the City to be brought up to code before coming in,which motion upon vote 4das carried. Thereupon it was moved by Commissioner Coxon second by Commissioner Lansing that Commissioner Claxton be made Chairman of the Planning Commission which motion was carried by the following vote. The meeting was called to order at the hour of 8:00 P.M. with J. Taxis Chairman presiding. Commissioners: Coxon, Claxton, Farber, Lansing and Chairman Taxis answer roll call. Thereupon the Glerk read the minutes of the Oct©ber 7th meeting and there being no errors or ommissions were approved as read. John Di Giacomo Bldg. Inspector reports that he had contacted Mrs.. Irene Drucker and she understood that no Sanitarium could be operated in the zone she was building in. Paper had published she was building a Sanitarium.. °" Commissioner Claxton asked if the Commission had been asked as to trees being removed on East Graham Ave. as it was strictly a Planning. Commission program, was informed that the Street was being widened and therefor trees had to be removed; Matter of Foundry coming into Elsinore brought up. Members of Commission wondered if this would not create a problem of smoke that would be bad Prom a Bealth Resort standpoint. But it being in the N rth part of the City with prevailing winds from the West the smoke would drift over the hills and not over the City.. General discussion as to Lake level, cleaning out of Temescal ditch and general coaaditi:~n of the City as a whole. Clerk informed the. Commission that the Council had at~tYUSY+4zed the Riverside Flood Control and Conservation District Zone. No. to clean out the ditch. Bldg. Inspector Di Giacomo reported that the Post Office had requested a permit for a sign larger than that Zone'percnitted. This sign to be A Government sign with the worts U.S. Post Office and an arrow pointing to Post Office. '-Whereupon it was moved by Commissioner Farber second by Commissioner Lansixa that the Commission recommend to the Council that the Inspector be authorized to issue a sign permit for the Post Office as requested as it was a Government request, which motion upon vote was carried. ® Whereupon it was moved by Commissioner Claxton second by Commissioner Coxon that the Commussion recomend to the Council that the Street Dept. clean out all the gutters on all the streets within the City of Elsinore with City ooved equipment befor the winter rains set in, which motion upon vote was carried. 1~ r Commissioner Farber reports that the City had sold property in Warm Springs Park that had been part of a master plan for a civic center. Whereupon it was moved by Commissioner Farber second by Commissioner Coxon that the following report be made to the City Council: ""'The Commission wishes to call to the attention of the City Council that the Planning Commission is definitely dissatisfied with the procedure oP the City Council in their continuous bypassing the recommendations of the Planning Commission, and especially in relation to the sale of-City property on West Graham Ave. This property being sold Par below value and not consistant with values of adjoining properties. The Commission desires to point out that this property was part of a master plan for a civic center and Park Por the betterment of the City. Spring St. as at present people using sidewalk had to take to the street as they can not pass on account of low limbs on said trees. Also parkways in bad condition, filled with cans and other rubbish. Building Inspector stated that the permit did not call for a sanitarium but would get in touch with Nrs Drucker and find out where the news paper got there imfomation. General dissucion on amending the zoning ordinance, Improvements at the City Park,Ete but no action by Commission. City Engineer Crane and Inspector Di Giacomo present, Thereupon the Clerk read the minutes of the Sept. 9th meeting and there being errors or ommissions were approved as read. Chairman Tavis reported an informal meeting held by the Commission on Sat. . 11th, 1948 at Farbers office, no legal actions. Mrs. Mona Leese called on and she asked what was being done regarding the le living in tents, trailers and army huts. Stating that she understood that there an Ordinance against said way of living quarters. h1rs. Leese was informed that rcing Ordinances was up, to the City Council and not to the Commission. °"J.S, Piscitello was called on and he requested that the follmwing described pert~r be spot rezoned to a B-2 industrial zone. Commencing at the intersection of ld and Rile~r thence west to intersection of Heald and Langstaff, thence south to ersection o£ Graham and Langstaff, thence east to intersection of Graham and Riley nce to point of beginning. Stating t these Ordinances confusing and suggested some changes be made. This matter took under advisement by the Commission £or a report next meeting. John R. Di Giacomo, City Building Inspector being present reported to the Conunission his views as to enforcing the,Bnilding, Plumbing and Electrical codes as adopted by the City, explaining a number of jobs nog-r under construction. The Post Office Building that was started had only been given a restricted permit until such ti as a nevr blue print ~:ras furnished that was signed by a licensed architect. Commissioners:. Coxon, Claxton, Farber,_Lansing and Chairman Tavis answer roll ~ call. Also present exofficio members Ma~ror'TarpleR and City ?`:ngineer Crane.- I. The Contractors Assn. were represented by Mr. Cruse, Building Contractor, Mr. I Smith, Plumbing Contractor, PIr. ?dattson, Electrical Contractor and I~Ir. Huber Cement Contractor. I Applicants fa'r the position of Inspector present were A,[d, Norton, John Di Gia- como, and Lawrence Jackson, "' III These men were then told to leave the Council Cl_~ambers and brought in one at a - III time at ~~rhich time they were euestioned as to their lmowledge of the duties of Inspec- tor as to Building, Plumbing and Electrical ;cork, Members of the Commission, also each ~ one of the men present from the Contractors Assn. asked these applicants questions o£ ~i the trade, and were ver~r through intheir questions. References of each of the appli- cants were read by the Clerk. At this time all Caere asked to retire aril the members of the Commission held a secret ballot. on their choice of Inspector as to his ability for the position. The Clerk reading the ballots found that three rna-nbers were in favor of A,i9, Norton and ti=ro for J. Di Giacomo, there£ore.ruling that they were recom*nending A.L~I. Norton for the position of Inspector. A meeting that was to be held by the Flood Control Board, City Council and ITemescal Water Lo. had not been held as promised. Thereupon the Clerk read the minutes of the April gth, 1948 meeting and there being no errors or ommissions were approved as read. Thereupon the Clerk read a letter from Mr. Thomas ~ililson requesting the rezoning o£ Lots 16, 18 and 20 of block 80 for a business zone. Whereupon it was moved by Commissioner Tavis second by Commissioner Coxon that the request of Mr. ?i~ilson be defered to a future date for the following reasons. The Commissions did not feel that spot rezoning was a good policy at the present, that the same tzrpes of amusements were being put in at a Park. in the near vicinity, and as for a riding academy in that section of the Cite would conflict with the. Health Dept. Laws, which motion was carried by the following•vote.
