~I Chairman H,M,Frankel reported that he had been unable to contact Councilman '
Merrifield Park Commissioner so as to make plans £or Park improvement,Hopec~ to have
~a report by next regular meeting, ~

Whereupon it was moved by D,R,Crane second by Thomas Yarborough that the Commossion
lrecomend to the City Council that the housed be numbered in Elsinore and Country Club
Heights with numbers running 110,120,130 Etc.Commission to make up a tentative map,
~iw~ich motion upon vote was carried. I
III thereupon it was Moved by J,y,Tarpley second by Chairman Nrankel that the Commissiol~
recomend to the City Council that the numbers in the main part o£ the City be rechecked
jand bruoght up to date as a good many now had the wrong numbers,Which motion upon vote III
!was carried,
Whereupon it was moved by D,R,Crane second by Thomas Yarborough that the Commission
recommend to the City Council that an ordinance be drawn up £or the numbering of houses
Covering the system of numbering and that the City Clerk have control of the numbers
to be given new housed built,Which motion upon vote was carried.
Whereupon it was moved by D,R,Crane second by Thomas Yarborough that the meeting
adjourn to meet again on Jan.8,1948 at the regular time and place,

2nd and the Special meeting held on October 23rd and there being no errors or ommissio~s

~j Thereupon the secretary read a letter from Mr.Thomas Wilson .regarding the rezoning~~
he had made petition for. This matter haveing been taken care of at a previous meeting

D.R.Crane then explained to the members of the Commission the survey he had made
for the City on South Poe Street for sidewalk grade.suggested that the grade on said s
street be so as flood water would flow to Graham Ave. Mr Crane also asked regarding
street lights on Lakeshore llrive.Was informed that this had been taken care of bgy the
City ouncil.

authorized by the Convnission to make a survey of the City Park with Councilman
~, Merrifield Park Commissioner to see what improvements were needed there which motion

City Council that the State Highway should have a caussion sign at the south enterance
~I to the City as there was a bad curve at that location also that the City Traffic
!' ordinance should be more strictly inforced.which motion was carried by the following

!I~ Chairman Frankel appointed Fred Rhyne and J.A Tarpley to contact the Grammer School
~~ Board to see if they would co-operate with the Police Depto as to useing some of the
older boys for crossing gaurds at the Shool.

asked if there were any objections,There being none.

lthat a final report be made thereon,recommending to the City Council
~~that ordinance No.236 of the City of Elsinore be ammended by removeing
the said property from zone "RI" and placeing the same in a "C" zone,

.store operated at that location and the auto camp had never been closed,
which motion upon vote was carried..-

Thereupon the Sec'y read the minutes of the Regular meeting of Sept.
and of the Special meeting of Sept. 24th. there being no errors or
lions were approved as read.
Thereupon the See'y read a request of the Lutheren Church, signed by
. Harry Brady for the rezoning of Lots 17 and 19 in Block 47 from a "R1
ae to a "C" zone so as to allow them to build a Church on said property
thereupon it was moved by D.R. Crane second by Fred Rhyne that a
entative report be made thereon recomending the rezoning of lots 17 and
9 Block 47 by removing the same from a "R1" zone and placing same in a
C" zone, together with a request for an order fixing the time for hear-
ng before the Planning Commission and specify the notice to be given
hereof which motion upon vote was carried.
~Ihereupon it was moved by D.R. Crane second by Fred Rhyne that the
nning Commission recomend to tYie City Council .that the following
rovements be made at the City Park. Iv?ore lights in the Pavilion and
the west side of Park, paint all buildings and pagolia in a lighter
or, prepare the grounds for more flowers and lawns for the coming

Thereupon the minutes of the Special meeting held dune 19th were
read and there being no errors or ommissions were approved as read.
Thereupon the secetary read a petition signed by nine property
owners owning property in the 300 block on North doe street asking Por
a rezoning to a zone "C" for a church. This Church to be located on
lot 7 block 59.
Thereupon it was moved by &7r Yarbrough second by Prir Rhyne that there
being two members absent the matter regarding the rezoning by tabled
till next regular meeting,which motion was carried by the following
vote

Mr Yarbrough spoke in regards to the necessity oP opening some new
streets in the north west section of the eity,and would make recomend-
ations at the next meeting.

on a long range progam and if thought necessary to call in outside
people Por suggestions as to what they wanted,more on this subject at
the next meeting,

A special meeting of the Elsinore Planning Commission was held on the
above date. The meeting was called to order at the hour of 7:30 P.Ni.
with Chairman 1. Lei. Frankel in the Chair.

Tarpley and Thomas R. Yarbrough answered roll call.
This being the time and place for the Public Hearing before the
Planning Commission on the proposed rezoning of Lots 7, 9 and 11
in Block 14, of the Tovan of .Elsinore as advertised in the front window
of City 13a11, the Chairman called on those present if there were any
objections to said rezoning, there being none.
TVhereupon it was moved by Thomas Yarbrough, second by D. R. Crane
that a final report be made thereon, recommending to the City Council
that ordinance No. 236 of tl~e City of Elsinore be amended by removing
the said property from zone "RIT' and placing same in Zone "R3", vdn.ich

(5th) Fifth MEETING HELD OK THE fifth DAY OF June 19 47
It was suggested that the Planning Commission meetings be held at 8 P.M. rather
than 7:80 and this meet with the approval o£ all the Commissioners present.
Motion by Crane, seconded by Frankel, that the July meeting be suspended, and the
next regular meeting of the Commission be held on August 7th, 1947. Lotion
carried unanimously.
At this time Mr. Sutherland, Secretary, stated he regretted he found it
necessary to tender his resignation to the Planning Commission, for reasons
which he made known to the Commissioners, and added that he wished the Planning
Commission every possible success in the good work it was endeavoring to do.
Moved by Chairman Frankel, seconded by Crane, that the resignation of Mr.
Sutherland be accepted with regret. Motion carried.
Moved by Crane, seconded by Tarpley, that meeting adjourn. Motion carried
and Meeting adjourned at 9:50 P.M.

(5th) Fifth MEETING HELD ON THE fifth
DAY OF June Is 47
Meeting called to order by Chairman Frankel at 8 P.M. with the following Com-
missioners present: Crane, Tarpley & Sutherland. Absent: Yarborough.
Minutes of the meeting of Nay 8th were read and approved. Correspondence ,was read
by the Secretary, snd in this co~ection a letter was read iYrom Mr. Jack Siegel
petitioning for re-zoning of that portion of his property described as: "Lots 7, 9
and 11 of Block 14 in the City of Elsinore" from R-1 zone to R-3 zone.
After some discussion it Baas moved by Crane, seconded by Frankel, that itbe re-
commended to the City Council that said lots be re-zoned from R-1 to R-3. Motion
carried unanimously. - -Referring to unfinished business of the meeting of May _8
relative to the re-zoning of Prospect Street, it was moved by Grane, seconded by
Tarpley, that the re-zoning of .Prospect Street from Zone R-3 to Zone R-1 be denied
Motion carried unanimously. - - It was moved by Frankel, seconded by Sutherland
that the Planning Commission recommend to the City Council that the Council coneu3~t
with tte City Engineer as-to the advisability of cutting down and lowering the side-
walks on the East side of Main Street, starting at Prospect Street and ending at
Peck Street. Plans should be submitted to the Planning Commission. Motion carried
unanimously. - - It was moved by Crane, seconded by Frankel, that it be recommend-
ed to the City Council that a Neon sign be placed in front of City Rall, showing
Police Dept., and the Sheriff's Dept. provided Riverside County Board of Super-
visors are willing to place in their budget a modest rental for the valuable space
the City of Elsinore is now providing for the Sheriff's Dept. of Riverside County.
Motion carried unanimously. - - It was moved by Tarpley, seconded by Crane, that
the Planning Commission recommend to the City Council that. the State Forestry Dept
Buildings in Elsinore in no way reflect credit to the City of Elsinore, and that
the State be asked to take whatever steps are possible to improve the general
appearance of the buildings, and to beautify the grounds surrounding the buildings
with trees, shrubs and flowers, etc. at the earliest moment. Motion carried un-
animously.

(4th) Fourth MEETING HELD ON THE eighth
DAY OF May

Meeting called to order at 8 P.M, by Chairman Frankel with the following Com-
' :% missioners present: Yarborough and Sutherland. Absent: Crane and Tarpley.
Honorary member Paul Kuenzli, City Clerk was present also.
The Secretary read a petition signed by a group of approximately 25 residents in
the East Hill St.-Pottery St. area protesting the setting up of several Army type
huts to be used for dwellings, which were considered objectionable to the resid-
ents and home owners of the vicinity as being unsightly and afire hazard. It was
moved by Yarborough, seconded by Frankel, that the Planning Commission recommend
to the Gity Council that no permits be issued by the Building Inspector £or the
erection of the huts, or for any other huts of similar type or nature until such
time as definite action has been taken by the Planning Commission and the City
Council. Motion carried.
A petition was read from (10) residents of Prospect Street, said petition be-
o ing in three parts, as follows: 1. -Petitioning that Prospect Street be changed
from Zone R-3 to Zone R-1; 2. - that garages not be used for dwelling places; and
~ 3. - that plans be submitted to the Planning Commission in connection with lower-
ing the grade of Prospect and Main Streets.
The Planning Commission discussed each section separately, and made the
following recommendations.:.. 1, -That Section #1 be tabled until June 5th for a
full sitting of the Planning Commission; 2. - Motion by Frankel, seconded by Yar-
borough, that it be recommended to the City Council that buildings used as garages
should not be ,permitted to be converted and used as living quarters, since they.,
cannot be made fully fit as living quarters, and at the same time will clog up the
streets with automobiles. Motion carried. 3. -Motion by Sutherland, seconded by
Frankel, that the Planning Commission recommend to the City Council that definite

lowering the grade of Prospect and Main Streets. Motion carried,

(3rd) Third MEETING HELD ON THE Tenth (10th) DAY OF April is 47

Meeting called to order by Chairman Frankel with the following Commissioners in
attendance: Crane, BHayor Tarpley, Yarborough, Sutherland and honorary member Paul
Kuenzli, City Clerk.
It was moved by Tarpley, seconded by Yarborough, that lots 13, 14,.15 axxi 16 in
Block 15 be removed from Zone R1 and placed in Zone B1 to inci~tde all of Block 15,
Original Townsite, City of Elsinore. This amendment. to be added to sad become part
of the minutes of the meeting of Maroh 27th, 1947. Motion carried unanimously.
Letter read from City Attorney Eugene Best suggesting that the Elsinore Plannig
Commission attend a meeting of-the Riverside Planning Commission and observe their
methods of handling business. Commissioners Tarpley, Yarborough & Frankel decided
to atten8 the next meeting.
It was moved by TarpZey, seconded by Crane, that the Plazuiing Commission meet
regularav at 7:3~ P.M, on the Tb:xrsday preceding the 2nd Mondaq of each-month at
City Hall Council chambers. Motion carried unanimously.
It was moved by Yarborough, seconded by .Crane, the Planning Commission recommeml
to the City Council that Parking meters be installed on some of the business streeis
the City Council to decide the type of meter most suitable for this city. Motion
carried unanimously.
It was moved bg Sutherland, seconded by Yarborough, that it be recommended to
the Council that free parking be given to out-of-State cars for a 30-minute or longer
period, and at least two meter spaces be set aside and marked as such as a courtesy
_, gesture of the City of Elsinore. Motion carried unanimously.

Meeting called to order by Chairman Frankel at 8:00 P.M. with the following

read - there being no errors or omissions, were approved as read.
Moved by Tarpley, seconded by Yarborough, that Del Crane be given a vote of
thanks by the Commissioners for donating maps of the City of Elsinore for use of
the Planners. Motion carried unanimously.
It was moved by Crane, seconded by Yarborough, that the final action on the
part of the City Council sitting as a Planning Commission March 24, 1947 be ap-

proved by the new Planning Commission, in which the petition of the Elsinore
Cultural and Social Club for rezoning. of lot 13 Block 14 of the City of Elsinore
by placing the same in Zone ^C" was received. On a roll call beir~ ta]cen, all of
~ the Commissioners noted "Yes".
Del Crane reported on the meeting of the Commission held on Sunday, March 23rd
1947 to look the City over'and to make plans for future development. The Sunday
meeting was unofficial and was arranged to decide ,which part of the City to re-
commend as a residential section, and which part business. The planners made a
tour of the ~rhole city.
It was moved by Yarborough, seconded by Frankel, that the Planning Commission
recommend to the City Council the removal of tress on Eeat side of Main Street
between Graham and Prospect, and on South side of East Graham from Main St. to
Alley in rear of Main St. Motion carried unanimously.
3 On motion by Tsxpley, seconded by Crane, it was recommended that Block 6 and
Block 7 in Original Townsite be removed Prom Zone R 2 and be placed in Zone R 1.
Motion carried unanimously.
It was moved by Crane, seconded by Yarborough, that the, Commission recommend
that the Council zone for business the areas described as follows:

codes for all r,.embers of the Conrnission.

mission and :"lr. Frankel agreed to purchase one.
