I947 2 regular meeting of the City Council of the City of Elsinore was held on the above date. The meeting was called to order at the hour of 7:30 P.1d. with Councilman Merrifield acting mayor, Councilmen: Leslie luerrif ield, Fred Stokes, Jo'Ihn Allen and 'i7.P.Smi answered roll call: Idayor Tarpley absent. Thereupon the clerk read the minutes of the December 23rd, 1946 mee ing, and there being no errors or omissions the minutes were approved a read. Thereupon the Clerk read a letter from the local Taxi -Cab Company reported on other complaints regarding Ordinance No. 267. Thereupon it was moved by Councilman Allen, seconded_ by Councilman Smith, that this matter be tabled until. next regular meeting when all Councilmen were present, which ?notion upon vote was carried. Thereupon Councilman Allen read the City Clerk and Treasurer's repor as follows. Upon motion. by Councilman Allen, second by Councilman Smith, this was tabled for consideration when a full Council was present. Councilman Allen reports that he had a !.an by the name of Truitt who wanted the job sweeping streets and City hall janitor. He would sweep streets every morning except Saturdays, thus having him sweep on Sundays so as to have clean streets when most people came through. e,�I:ereupon It was moved by Councilman Smith, SeCOnded, by (OL1nCilman Stokes, that Street Cormissioner Allen be authorized to employ James C. DAY OF January 19 47 A regular meeting of the City Council of the City of Elsinore was held on the above date. The meeting was called to order at the hour of 7:30 P.M. with Mayor Tarpley in the chair. Councilman:- Leslie Merrifield, Fred Stokes, John Allen, W.P Smith and Mayor J. A. Tarpley answered roll call. Thereupon the clerk read the minutes of the January 13th. meeting and there being no errors or ommissions were approved as read. Thereupon Councilman Merrifield read ordinance No. 268 and ordi- nanee regulating the traffic on the streets within the City of Elsinore, for its second reading. Whereupon it was moved by Councilman Allen second by Councilman Smith that ordinance No. 268 be adopted as read, which motion was Carrie be the following vote. Whereupon it was moved by Councilman Smith, second by Councilman Stokes that the License fee for billboard advertizing be reduced from the present rate to $32.00 per year, which motion was carried by the followin vote: Councilman Merrifield yes Stokes yes Noes None Allen yes Smith yes Absent None Mayor J. Mr. Yarborough takes the floor and asks the Council that the Elsinore Progressive League would like to lease or buy City property located in block 79 part of what has been set aside by City for a Park: Mr. Yarborough was told that this would be taken up with the City Attor. and he would be informed as to what action the City could take. Mr. Doyne Stokes asked regarding a connsession on City owned beach property which also would be taken up with City Attorney. Thereupon the clerk read resolution No. 4kA, a resolution declaring the position of City Hall janitor vacant. Whereupon it was moved by Councilman Allen, second by Councilman Stokes that Resolution No. 441 be passed as read, which motion upon vote was carried. Thereupon the Clerk read Ordinance No. 269 a resolution fixing the rates for water used through the water meters of the City of Elsinore and repealing ordinances No. 203, 240 and 263 and all other ordinances in conflict. Council Meeting MEETING HELD ON THE DAY OF 19 Whereupon it was moved by Councilman Allen, second by Councilman Stokes, that the City draw up an ordinance for the forming of a planning Commission and the City Attorney be instructed to draw up said Ordinance which motion upon vote was carried. Whereupon it was moved by Councilman Stokes, second by Councilman Smith that Clerk be authorized to have 200 copses of ordinance Ne.267 printed by Elsinore Leader Press, which motion upon vote was carried. Whereupon it was moved by Councilman Allen, second by Councilman Smith that bills be allowed as audited by auditing committee and clerk instructed to issue warrents for same, which motion upon vote was carried. Whereupon it was moved. by Councilman Allen, second by Councilman Smith, that the Fire Commissioner be authorized to purchase one C.D. Fog nozzle fire extinguisher for the Fire Department for gasoline firesi which motion up,:n vote was carried. Whereupon it was moved by Councilman Smith, seeond by Councilman Stokes, that meeting adjourn to meet again on February 10th., 1947 at the regular time and place, which motion upon vote was carried. Thereupon the Clerk read ordinance No.269 for its second reading,an ordinance setting the rates of water used through the water meters. Whereupon it was moved by Councilman Smith second by Councilman Stokes that ordinance No.269 be passed and adopted as read and the clerk instructed to have ordinance published one time in the Elsinore Leader Press,which motion was carried by the following vote. Whereupon it was moved by Councilman Allen second by Councilman Smit that ordinance No.270 be passed to its second reading,which motion was carried by the following vote. Whereupon it was moved by Councilman Merrifield second by Councilman allen the the report of the City Clerk and Treasurer be accepted as audited by committee and ordered filed,which motion upon vote was carrie . Whereupon it was moved by Councilman Stokes second by Councilman Smith that J.E.Seleer be given permission to install a boat landing at the foot of Spring Street for a taxi service accross the Lake,providing the City Attorney ruled this could be done by Council,Which motion was carried by the following vote. Whereupon it was moved by councilman Smith second by Councilman j Merrifield that Councilman Fred Stokes be granted permission to leave State and be away for thirty days,which motion upon vote was carried. Whereupon it was moved by Councilman Stokes second by Councilman that the bid of John- Manville,dated Dec-14,1946 for, 2500 lin,ft of 6" Class 150 Transite Pressure pipe @ 97.30 per 1000 lin.ft of 4" Class 150 Transite Pressure pipe @ 62.5¢ per be accepted and the clerk instructed to notify John - Manville of the Councils action.which motion upon vote was carried. Whereupon the clerk read resolution No.442 a resolution for the appointment of one additional police officer. Thereupon it was moved by Councilman Stokes second by Councilman Merrifield that resolution No.442 be adopted as read,which motion carri by the following vote. The meeting was called to order at the hour of 7:30 P.M. with Mayor Tarpley in the chair. �- Councilmen: -Joh Allen, Leslie Merrifield, Fred Stokes, W.P. Smith and Mayor Tarpley answered roll call. Thereupon the clerk read the minutes of the February 10th, meeting and there being no errors or ommissions were approved as read. At this time Mayor Tarpley calls on Mr. Radaicich who asks the Council to sell to him, City owned property on Graham Ave. Where he wants to build a theater. W" Whereupon it was moved by Councilman Stokes, second by Councilman Allen, that the City sell to Mr. Radoicich 125 feet on Graham Ave. west of Temescal ditch, 175 deep at fifty dollars a foot, which motion was carried by the following vote: Councilman Allen yes r' " Merrifield no Noes One " " Stokes yes Smith yes Absent None Mayor Tarpley yes Thereupon the clerk read a lease between the City of Elsinore and the General Petrolium Corp. Leasing to the City a water well located on their property on West Franklin Street. Meeting MEETING HELD ON THE DAY OF 19 Whereupon it was moved by Councilman Merrifield, second by Council- man Smith, that the Check for $1.00 from the American Leagion for pay- ment on Leagion Lease be accepted and credited to the proper fund, which motion upon vote was carried. The question of the forming of a water district came up at this t and Mayor Tarpley calls on those present to state there views and a few present spoke on the question. Whereupon it was moved by Councilman Smith, second, by Councilman Allen, that the motion of the January 'Jindorseing a water district be recinded, which motion was carried by the following vote: Councilman Allen yes " It Merrifield yes Noes None Stokes yes " Smith yes Absent None Mayor Tarpley yes Whereupon it was moved by Councilman Allen, second by Councilman Smith, that Doyne Stokes be given a lease for fifteen years on Lakeshore property, owned by the City for a recreation and refreshment stand and the clerk instructed to have the City Attorney draw up a lease between Doyne Stokes and the City of Elsinore, which motion was carried by the following vote: Councilman Allen yes Merrifield yes Noes None " TM Stokes yes Smith yes Absent None Mayor Tarpley yes Whereupon it was moved by Councilman Allen, second by Councilman Stokes that the Council inforce ordinance No. 213, (Garbage Ordinance), and the clerk have section 4 published in the Local press, which motion upon vote was carried. Whereupon it was moved by Councilman Stokes, second by Councilman Smith, that Mayor Tarpley be given exclusive right to park his car in t; fire station until such time as the new fire truck was delivered, which motion upon vote was carried. Whereupon it was moved by Councilman Stokes, second by Councilman Smith, that the City water Clerk be authorized to hire extra clerical help up to fourty dollars a month, which motion upon vote was carried. Thereupon the clerk read resolution No. 443, a resolution appoint- ing a Street sweeper and City Hall Janitor. Whereupon it was moved by Councilman Allen, second by Councilman Smith, that resolution No. 443 be passed and adopted as read, which motion upon vote was carried. Whereupon it was moved by Councilman Smith, second by Councilman Stokes, that Mr. Truiett be paid on an hourly base until March 1st; when his monthly salary started, which motion upon vote was carried. Whereupon it was moved by Councilman Stokes, second by Councilman Smith, that Park Commissioner Merrifield, be authorized to clean up City beach property while the equipment was on the beach, cleaning up for Doyne Stokes, which motion upon vote was carried. Whereupon it was moved by Councilman Allen, second by Councilman Merrifield, that the dpolice dept, be "authorized to use there own cars when making official trips to Riverside and be paid five cents per mile. Their cars to be covered by insurance paid by City, while on such official business, which motion upon vote was carried. Whereupon it was moved by Councilman Stokes, second by Councilman Merrifield that Councilman Smith be instructed to get information and draw up forms for the adoption of uniform building, plumbing and elec- trical codes, which motion upon vote was carried. Whereupon it was moved by Councilman Allen, second by Councilman Smith, that the bills be allowed as audited by auditing committee and clerk instructed to issue warrents for same, which motion upon vote was carried. Thereupon the clerk read the minutes of the February 24th. meeting and there being no errors or ommissions were approved as read. Thereupon the clerk read resolution 444, a resolution authorizing the sale of City property to a Mr. Radovicich and authorizing the Mayor and City Clerk to sign resolution and deed. Whereupon it was moved by Councilman Allen, second by Councilman Stokes that resolution No. 444, be passed and adopted as read, which motion was carried by the following vote. Whereupon it was moved by Councilman Stokes second by Councilman Smith that ordinance No. 271 be passed to its second reading, which motion was carried by the following vote. Whereupon it was moved by Councilman Smith, second by Councilman Stokes that resolution No. 445 be passed and adopted as read and a copy mailed to Senator Dilworth and Assemblyman Boyd, which motion upon vote was carried. At this time Mayor Tarpley called the newly appointed members of the City Planning Commission together and after he had been sworn in as a member of said Planning Commission by the clerk, he in turn swore in the other four members, who's term of office was decided by drawing as follows: J.A. Tarpley and H. M. Franlel one year term. Kenneth Suther- land and D. R. Crane two year term and Thomas Yarborough three year term. Thereupon the Clerk read resolution No. 446, a resolution appointi. Karl Weigand to the Police Department. Whereupon it was moved by Councilman Stokes, second by Councilman Allen, that resolution No. 446 be passed and adopted as read, which motion upon vote was carried. Whereupon it was moved by Councilman Stokes, second by Councilman Smith, that the City Fire Dept. be granted a free permit to hold a public dance at the Elsinore Union High School on Saturday, March 15th. They to furnish there own pnliceing, which motion upon vote was carried. Mr. Schollock, local barber at this time informed the Council that he thought the barber license fee was to high as other towns in River- side County were much lower. Whereupon it was moved by Councilman Allen, second by Councilman Stokes, the license fee for barber -shops be reduced from $5.00 per quarter to $3.00 per quarter, which motion was carried by the following vote: Councilman Allen Yes Merrifield Yes Noes None Stokes Yes Smith Yes Absent None Mayor Tarpley Yes Thereupon Councilman Allen reads letter from Department of P blic Health, in regard to the condition of the Cities sewer disposal pant. Whereupon it was moved by Councilman Allen, second by Councilman Stokes that Mayor Tarpley be granted permission to have partions put in City Hall for a private office, which motion upon vote was carried. Councilman Smith Police Commissioner stated that the police car would have to be overhauled as it was in bad condition at a cost of ,$90.00 dollars or more. Thereupon the clerk read the minutes of the November 24th, 1947 meeting and there being no errors or ommissions were approved as read. Thereupon the clerk read a letter from the Chamber of Commerce asking for financial aid from the City for advertising folders which they were having printed. Whereupon it was moved by Councilman Smith second by Councilman Stokes that the amount of seventy —five dollars be authorized for advertising folders and paid when the printing company billed City for same, which motion was carried by the following vote. III Whereupon it was moved by Councilman Stokes second by Councilman Smith that thi (request be turned over to Councilman Merrifield Park Commissioner for investigation and :report his findings to the City Clerk, which motion upon vote was carried. Whereupon it was moved by Councilman Stokes second by Councilman Smith that the I!Police Dept. be instructed to notify all service stations not to allow any of their, :waste water to run on the City Streets, this being in violation of State and City laws, fall should be equipped with sumps where said water drained intq sewer. Mr. Harmon Street and Water Superintendent reported that the cost of cutting the water line to Country Club Heights area from the high to low reservoir would be about $200.00. Whereupon it was moved by Councilman Merrifield second by Councilman Smith that the Street and Water Superintendent be authorized to make the above change as soon as he had the time, which motion upon vote was carried. Whereupon it was moved by Councilman Allen second by Councilman Merrifield that as the side walk fronting the Wreden Hotel property on Heald Ave. just west of Spring St. was in bad condition the clerk be authorized to send a notice for repair to the Wreden Hotel, registered mail, which motion upon vote was carried. Thereupon the Mayor called on Mr. Sackett who was present to tell the Council about his Jeep Road Grader, offered a demonstration which was accepted. This matter to be handled by Mr. Harmon. it Councilman Allen Street Commissioner at this time reports on the condition of jthe sewers and read a letter on the subject from the State offices in charge of san- i•;itation. Whereupon it was moved by Councilman Stokes second by Councilman Smith that th City is willing to exchange quit claim deeds with property owners on the West line of Block 17 to be determined by a record of Survey Map which will be placed on file in the recorders office. Whereupon it was moved by Councilman Smith and Second by Councilman Stokes tha council go on record as backing up the Building Inspector to the full extent of the lding & Safety Code. Whereupon it was moved by Councilman Stokes and second by Councilman Smith tha Da manhole be constructed on Lakeshore Drive between Kellogg and Lindsay streets and iving the Street Superintendent authority to proceed as quickly as possible with the lconstruction of same.
