MEETING HELD ON THE 13th
DAY OF January . I947
2 regular meeting of the City Council of the City of Elsinore was
held on the above date. The meeting was called to order at the hour of
7:30 P.1d. with Councilman Merrifield acting mayor,
Councilmen: Leslie luerrif ield, Fred Stokes, Jo'Ihn Allen and 'i7.P.Smi
answered roll call: Idayor Tarpley absent.
Thereupon the clerk read the minutes of the December 23rd, 1946 mee
ing, and there being no errors or omissions the minutes were approved
a read.
Thereupon the Clerk read a letter from the local Taxi -Cab Company
reported on other complaints regarding Ordinance No. 267.
Thereupon it was moved by Councilman Allen, seconded_ by Councilman
Smith, that this matter be tabled until. next regular meeting when all
Councilmen were present, which ?notion upon vote was carried.
Thereupon Councilman Allen read the City Clerk and Treasurer's repor

for one car -load of tra.nsite nips or its eaua.l, the Clerk read the bid.

City Attorney as to it being a legal bid, which motion upon vote ,tTas

the Act of 1911, this proposed District to take in the territory around
the Lake for the purpose of guard i:g the water rights of the Valley and

owned by the City in block 79, a part of *shat had been set aside for a
recreation center. Upon motion. by Councilman Allen, second by Councilman
Smith, this was tabled for consideration when a full Council was present.
Councilman Allen reports that he had a !.an by the name of Truitt who
wanted the job sweeping streets and City hall janitor. He would sweep
streets every morning except Saturdays, thus having him sweep on Sundays
so as to have clean streets when most people came through.

Stokes, that Street Cormissioner Allen be authorized to employ James C.
Truitt for two weeks at "1.00 per hour to sweep streets and act as City-
Hail janitor, to see how it worked out before giving him regular er,ploy --
,ent, which motion upon vote was carried.
';hereupon it was moved by Councilman Smith, seconded by Councilman All
that the Police Commissioner be authorized to purchase for the police car
five (5) Life Guard inner tubes, one car heater and a fire extinguisher
Pyrene type - which motion uyon vote raas carried.

that bills be allowed as audited by Auditing Committee and Clerk instruct

Allen, that the license fee for a Ilobby Shop located at the P.oys Radio
iepair Shop be reduced to two dollars ("'2.00) per quarter from eight `8 .
dollars, as it came under no section of the Licensing Ordinance and was
only covered by Section No. 16 - which motion was carried by the followi
vote:

MEETING HELD ON THE 27th. DAY OF January 19 47
A regular meeting of the City Council of the City of Elsinore was
held on the above date. The meeting was called to order at the hour
of 7:30 P.M. with Mayor Tarpley in the chair.
Councilman:- Leslie Merrifield, Fred Stokes, John Allen, W.P Smith
and Mayor J. A. Tarpley answered roll call.
Thereupon the clerk read the minutes of the January 13th. meeting
and there being no errors or ommissions were approved as read.
Thereupon Councilman Merrifield read ordinance No. 268 and ordi-
nanee regulating the traffic on the streets within the City of Elsinore,
for its second reading.
Whereupon it was moved by Councilman Allen second by Councilman
Smith that ordinance No. 268 be adopted as read, which motion was Carrie
be the following vote.

Thereupon the Clerk read a letter from Foster & Kleiser, Bill Board
advertizers stateing that there license fee charged by the City was to
high for the numbers of boards they had in the City.
Whereupon it was moved by Councilman Smith, second by Councilman
Stokes that the License fee for billboard advertizing be reduced from the
present rate to $32.00 per year, which motion was carried by the followin
vote:

At this time Mayor Tarpley calls on those present to state there
requests. Mr. Yarborough takes the floor and asks the Council that the
Elsinore Progressive League would like to lease or buy City property
located in block 79 part of what has been set aside by City for a Park:
Mr. Yarborough was told that this would be taken up with the City Attor.
and he would be informed as to what action the City could take. Mr.
Doyne Stokes asked regarding a connsession on City owned beach property
which also would be taken up with City Attorney.
Thereupon the clerk read resolution No. 4kA, a resolution declaring
the position of City Hall janitor vacant.
Whereupon it was moved by Councilman Allen, second by Councilman
Stokes that Resolution No. 441 be passed as read, which motion upon vote
was carried.
Thereupon the Clerk read Ordinance No. 269 a resolution fixing the
rates for water used through the water meters of the City of Elsinore
and repealing ordinances No. 203, 240 and 263 and all other ordinances
in conflict.

Whereupon it was moved by Councilman Allen, second by Councilman
Stokes, that the City draw up an ordinance for the forming of a planning
Commission and the City Attorney be instructed to draw up said Ordinance
which motion upon vote was carried.
Whereupon it was moved by Councilman Stokes, second by Councilman
Smith that Clerk be authorized to have 200 copses of ordinance Ne.267
printed by Elsinore Leader Press, which motion upon vote was carried.
Whereupon it was moved by Councilman Allen, second by Councilman
Smith that bills be allowed as audited by auditing committee and clerk
instructed to issue warrents for same, which motion upon vote was
carried.
Whereupon it was moved. by Councilman Allen, second by Councilman
Smith, that the Fire Commissioner be authorized to purchase one C.D. Fog
nozzle fire extinguisher for the Fire Department for gasoline firesi
which motion up,:n vote was carried.
Whereupon it was moved by Councilman Smith, seeond by Councilman
Stokes, that meeting adjourn to meet again on February 10th., 1947
at the regular time and place, which motion upon vote was carried.

Stokes that ordinance No.269 be passed and adopted as read and the clerk
instructed to have ordinance published one time in the Elsinore Leader
Press,which motion was carried by the following vote.

Thereupon the Clerk read ordinance No.270 an ordinance creating a
City Planning Commission of five members for its first reading.
Whereupon it was moved by Councilman Allen second by Councilman Smit
that ordinance No.270 be passed to its second reading,which motion was
carried by the following vote.

Thereupon Councilman Merrifield read the the City clerk and treasure
report of January.
Whereupon it was moved by Councilman Merrifield second by Councilman
allen the the report of the City Clerk and Treasurer be accepted as
audited by committee and ordered filed,which motion upon vote was carrie .
Whereupon it was moved by Councilman Stokes second by Councilman
Smith that J.E.Seleer be given permission to install a boat landing at
the foot of Spring Street for a taxi service accross the Lake,providing
the City Attorney ruled this could be done by Council,Which motion was
carried by the following vote.

Whereupon it was moved by Councilman Smith second by Councilman
Smith that the room vacated by the State Gaurd in rear of City Hall be
turned over for the use of the police department and sheriffs substation
which motion was carried by the following vote,

that James A Truiett be kept on the Street sweeping and janitor job on

Whereupon it was moved by councilman Smith second by Councilman j
Merrifield that Councilman Fred Stokes be granted permission to leave
State and be away for thirty days,which motion upon vote was carried.
Whereupon it was moved by Councilman Stokes second by Councilman
that the bid of John- Manville,dated Dec-14,1946 for,
2500 lin,ft of 6" Class 150 Transite Pressure pipe @ 97.30 per
1000 lin.ft of 4" Class 150 Transite Pressure pipe @ 62.5¢ per
be accepted and the clerk instructed to notify John - Manville of the
Councils action.which motion upon vote was carried.
Whereupon the clerk read resolution No.442 a resolution for the
appointment of one additional police officer.

MEETING HELD ON THE 24th DAY OF February 1947
A regular meeting of the City Council of the City of Elsinore was
held on the above date. The meeting was called to order at the hour of
7:30 P.M. with Mayor Tarpley in the chair.

Thereupon the clerk read the minutes of the February 10th, meeting
and there being no errors or ommissions were approved as read.
At this time Mayor Tarpley calls on Mr. Radaicich who asks the
Council to sell to him, City owned property on Graham Ave. Where he
wants to build a theater.

Whereupon it was moved by Councilman Stokes, second by Councilman
Allen, that the City sell to Mr. Radoicich 125 feet on Graham Ave. west
of Temescal ditch, 175 deep at fifty dollars a foot, which motion was
carried by the following vote:

Thereupon the clerk read a lease between the City of Elsinore and
the General Petrolium Corp. Leasing to the City a water well located
on their property on West Franklin Street.

lease which motion was carried by the following vote:

an ordinance creating a City Planning Commission.

have same published in the Elsinore Leader Press one time, which motion
as carried by the following vote:

MEETING HELD ON THE DAY OF 19
Whereupon it was moved by Councilman Merrifield, second by Council-
man Smith, that the Check for $1.00 from the American Leagion for pay-
ment on Leagion Lease be accepted and credited to the proper fund, which
motion upon vote was carried.
The question of the forming of a water district came up at this t
and Mayor Tarpley calls on those present to state there views and a
few present spoke on the question.
Whereupon it was moved by Councilman Smith, second, by Councilman
Allen, that the motion of the January 'Jindorseing a water district be
recinded, which motion was carried by the following vote:

Whereupon it was moved by Councilman Allen, second by Councilman
Smith, that Doyne Stokes be given a lease for fifteen years on Lakeshore
property, owned by the City for a recreation and refreshment stand and
the clerk instructed to have the City Attorney draw up a lease between
Doyne Stokes and the City of Elsinore, which motion was carried by the
following vote:

Whereupon it was moved by Councilman Allen, second by Councilman
Stokes that the Council inforce ordinance No. 213, (Garbage Ordinance),
and the clerk have section 4 published in the Local press, which motion
upon vote was carried.
Whereupon it was moved by Councilman Stokes, second by Councilman
Smith, that Mayor Tarpley be given exclusive right to park his car in t;
fire station until such time as the new fire truck was delivered, which
motion upon vote was carried.
Whereupon it was moved by Councilman Stokes, second by Councilman
Smith, that the City water Clerk be authorized to hire extra clerical
help up to fourty dollars a month, which motion upon vote was carried.
Thereupon the clerk read resolution No. 443, a resolution appoint-
ing a Street sweeper and City Hall Janitor.
Whereupon it was moved by Councilman Allen, second by Councilman
Smith, that resolution No. 443 be passed and adopted as read, which
motion upon vote was carried.
Whereupon it was moved by Councilman Smith, second by Councilman
Stokes, that Mr. Truiett be paid on an hourly base until March 1st; when
his monthly salary started, which motion upon vote was carried.

Whereupon it was moved by Councilman Stokes, second by Councilman
Allen, that all employees who are authorized to purchase supplies for
their departments to use City Purchase order forms when ordering supplies
Which motion upon vote was carried.
Whereupon it was moved by Councilman Stokes, second by Councilman
Smith, that Park Commissioner Merrifield, be authorized to clean up City
beach property while the equipment was on the beach, cleaning up for
Doyne Stokes, which motion upon vote was carried.
Whereupon it was moved by Councilman Allen, second by Councilman
Merrifield, that the dpolice dept, be "authorized to use there own cars
when making official trips to Riverside and be paid five cents per mile.
Their cars to be covered by insurance paid by City, while on such
official business, which motion upon vote was carried.
Whereupon it was moved by Councilman Stokes, second by Councilman
Merrifield that Councilman Smith be instructed to get information and
draw up forms for the adoption of uniform building, plumbing and elec-
trical codes, which motion upon vote was carried.
Whereupon it was moved by Councilman Allen, second by Councilman
Smith, that the bills be allowed as audited by auditing committee and
clerk instructed to issue warrents for same, which motion upon vote was
carried.
Whereupon it was moved by Councilman Allen, second by Councilman
Stokes, that meeting be adjourned to meet again on March 10th. 1947
at the regular time and place, which motion upon vote was carried.

A regular meeting of the City Council of the City of Elsinore was
held on the above date. The meeting was called to order at the hour of
7 :30 P.M. with Mayor Tarpley in the chair.

Thereupon the clerk read the minutes of the February 24th. meeting

Thereupon the clerk read resolution 444, a resolution authorizing
the sale of City property to a Mr. Radovicich and authorizing the Mayor
and City Clerk to sign resolution and deed.
Whereupon it was moved by Councilman Allen, second by Councilman
Stokes that resolution No. 444, be passed and adopted as read, which
motion was carried by the following vote.

Thereupon the clerk read ordinance No. 271 for its first reading,
an ordinance ammending ordinance 236 reinserting the word noise.
Whereupon it was moved by Councilman Stokes second by Councilman
Smith that ordinance No. 271 be passed to its second reading, which
motion was carried by the following vote.

Thereupon the clerk read resolution No. 445, a resolution urging
the Legislature to inact a sales tax law for cities and counties with
State collecting same and turning it back to the cities and counties.
Whereupon it was moved by Councilman Smith, second by Councilman
Stokes that resolution No. 445 be passed and adopted as read and a copy
mailed to Senator Dilworth and Assemblyman Boyd, which motion upon vote
was carried.
At this time Mayor Tarpley called the newly appointed members of
the City Planning Commission together and after he had been sworn in as
a member of said Planning Commission by the clerk, he in turn swore in
the other four members, who's term of office was decided by drawing as
follows: J.A. Tarpley and H. M. Franlel one year term. Kenneth Suther-
land and D. R. Crane two year term and Thomas Yarborough three year
term.

Whereupon it was moved by Councilman Allen, second by Councilman
Stokes that Officer Cogging be accepted by the Council as a regular
police officer and his name be inserted in resolution No. 442 which was
adopted at the Feb. 24th., meeting, which motion upon vote was carried.
Thereupon the Clerk read resolution No. 446, a resolution appointi.
Karl Weigand to the Police Department.

he thought the barber license fee was to high as other towns in River-
side County were much lower.

A regular meeting of the City Council of the City of Elsinore
was held on,the above date. The meeting was ,called to order at the
hour of 7:30 P.M., with Mayor Tarpley in the chair.
Councilman-- Leslie Merrifield, Fred Stokes, N.P. Smith, and Mayor
J.A. Tarpley answered roll call. Councilman Allen absent.,
Thereupon the Clerk read the minutes of the March 10th meeting and
were approved as corrected.
1. Whereupon it was moved by Councilman Merrifield, second by Council-
man Smith, that Council adjourn to meet as a Planning Commission„ which
motion upon vote was carried.
Council again called to order by Mayor Tarpley at 8:00 P ;M.
Councilman Leslie Merrifield, Fred Stokes, W.P. Smith,, Mayor J.A..

Thereupon the Clerk made a tentative report of the Planning Com-
mission recommending the rezoning of lot 13 block 14 of the Totivn of

Thereupon the Clerk reported receipts of check for $547.58 from
Southern Calif. Gas Co. also check for $171.49 from State Comp. Insur-
ance refund saved on Premium.

on Main Street;,,.between Graham Avenue -and Prospect - Street and those.
on East amm ,Grah between Main and the Alley be removed, That Parking,
Meters be installed and that the revenue derived from said meters'
be set aside for the purchase of parking lots. Also that a space
be made availabl& for free parking for out of State cars.
Whereupon it was moved by Councilman Merrifield, second by
Councilman Smith, that the City Clerk notify the owners of property
where the trees were recommended to be removed. That said, owners
could get permission:to removed said trees from the Council, if they

Mr. Black, President of the Elsinore Community Atheletic
Club, took the floor at this. time, and asked the Council for help
on there: proposed recreation program. Mainly as to public liability
insurance and the fenceing of the ball park.. The Council informed
his that-for the City to do; this it would have to be a City controlled
project. Mr. Black stated that he would; take this up at .their meet-
ing and report back.

carries another license with the City dealing in the same line

Whereupon it was moved by Councilman Allen, second by /
Councilman Stokes that a resolution be -drawn up by the City J
Attorney for the sale of Lot 12, block 6, Country Club Height
Unit No. 2 to Jack and Bonita Swain for the sum of $295.00 net
to the pity, which motion upon vote was carried.
Councilman Allen reports to the Council that the Owners of
the Hot Springs Hotel and Owners of Associated Oil Co. wished per -
mission to lower the grade of Prospect'.Street back ,115 feet start-
ing at Main St. They to 'pay all costs'except for lowering utility
lines. Hot Springs Hotel owner was present but other party was
not, so granting of said permission was tabled till next meeting
when both parties could be present.

Councilman Allen, that the City Building Inspector be supplied
with five gallons of gasoline from the City pump for use of
official business; which motion upon vote was carried.
Whereupon it was moved by Councilman Stokes, second by
Councilman Allen, that-the City advertize for bids for the laying
of 1500 feet of 6" Transits Pipe and 1500 feet of 4" Transits
Pipe within the City, and Clerk instructed to have 'same pub
lished in April 170 1947 issue of 'Elsinore Leader Press.- Date of
opening of bids set at 8:00`otelock, April 28, 1947, which motion
upon vote was carried.
Thereupon the Clerk read the March report of the Water and
License Clerk.
Whereupon it was moved by Councilman Merrifield, second by
Councilman Allen, that the report of water and license Clerk be
accepted and filed, which motion upon vote was carried.

Mr. Selcer being present was called on by the Mayor and he ex-
plained to the;Council what,.he would do if granted a long,.time lease
or franchise on the foot of Spring Street for a boat landing, stating
that he would probably invest around $10,000.00 dollars. Was, told that
the City Attorney was drawing up the papers and no further action could
be taken at this time.
Councilman Allen Street Commissioner at this time introduced ,a
Mr. Beeting, salesman for street ,grading equipment., Mr, Keeting ex-
plained their one man operated Trojan Street Grader, stating the cost
to be around,$4300.00 dollars and::could'expect delivery,in about
ninety days.
Councilman Smith Police Commissioner stated that the police
car would have to be overhauled as it was in bad condition at a cost
of ,$90.00 dollars or more. Councilman Smith having contacted the
different car agencies in Elsinore had had an offer of a new 1947
V -eight Ford Sedan for the present,City Police, car_and.$100.00 which
would be. cheaper for the City than to have an overhaul.
Whereupon it was moved by Councilman Merrifield second by
Councilman Stokes that as the Police Car being in such a shape as
unfit to use and the offer of the Ford Agency a saving of money
to the City, that the Police Commissioner be authorized to accept the offer
of Ford Agency and purchase the new ford car, which motion upon vote was

before qny work was started on the proposed changing of grade on 'Nest
and of Prospect Street. That the City Council issue no more permits to
allow huts from Army carr.ps or any other huts of similar type to come
into the City limits of Elsinore.

Thereupon the clerk read a letter from California League of Cities, urging
Councilmen and others interest to write Assemblymen to support Bills 1351 and 1353.
Whereupon it was moved by Councilman Stokes second by Councilman Merrifield
that clerk be instructed to write said letter, which motion upon vote was carried.
There being a good many people present the Mayor called on them to speak.
Mrs. Carpenter spoke regarding City Beach and Park. Also Mr. Black asked for
financial help at the Ball Park. These matters referred to Councilman Merrifield
for investigation. Mrs. Leece spoke on the matter of spot zoning of Blk 14 for
PITS. Seigel. This matter to be presented to the Planning Commission. Mr. Stokes informed
the city council that he would 'like 'to lease one more lot on the West of his
present lease.
Whereupon it was moved by Councilman Smith second by Councilman Allen that existing
lease be cancelled between the City of Elsinore and Boyne and Marian Stokes, which motion
upon vote was carried.
'Whereupon it was moved by Councilman Smith second by Councilman Allen that the city
clerk be instructed to have a resolution and lease for 15 years at 875.00 per year between
the City of Elsinore and Doyne and Marian Stokes.

Allen that Police Commissioner Smith be authorized to have door fixed
on present police car. Also install larger generator and battery,
in new police car, Which motion upon vote was carried.
Whereupon it was moved by Mayor Tarpley second by Councilman
Smith that as the city was in the need of a dog pound that the Mayor
be authorized to get specifications on building dog pounds and report
back at the next meeting. TiYhich motion upon vote was carried.
Mr. Ernest Johnson, Maintenance Supt. informed the Council that
the present water line from high resivoir to the Country Club Heights
District was in bad condition and might break at any time, causing
damage to property owners in that district. Suggests a new line be
laid from Mountain View and Library Street following State Highway
to Country Club Blvd. The cost of this would be approximately $4200.00.
Whereupon it was moved by Councilman Smith second by Councilman
Stokes that City Clerk be authorized to have a resolution drawn up
by the City Attorney for said water line, as an emergency measure.

Whereupon it was moved by Mayor Tarpley second by Councilman Stoke
that the Street Department be authorized to investigate and buy material
as needed for bridge on Lakeshore Drive. ollhich motion upon vote was

A regular meeting of the City Council of the.City of Elsinore
was,,held on the above date. The meeting was called to -order at the
hour of 7 :30 with MIayor Tarpley in the chair.
Councilman Leslie Merrifield, W. P. Smith, Fred Stokes and
mayor Tarpley answered roll call; Councilman Allen Absent.
Calendar No. 9.
Thereupon.the Clerk made,a tentative report of the Planning
Commission of.the City of Elsinore recommending the rezoning of lots
7, 9 and 11 in block 14 of the Town of Elsinore, by removing the same
from "R1" zone and placing same in 1B3" zone, together with a request
for,.an order fixing the time and place for public hearing before the
Planning Commission and specifying the notice to be given thereof.
Whereupon it was moved by Councilman -Merrifield, second by
Councilman Smith that the tentative report of the Planning Commission
be accepted and Thursday June 19th at 7 :30 P.M. be set as the time
for a „.public hearing before the Planning Commission and a notice
thereof be posted in the front window of the City. Hall of the City of

Thereupon the clerk read the following recommendations of.the
Planning Commission. That Council consult with City Engineer as to the
advisability of cutting down and widening the east side of Main Street
and.submit, plans to Planning Commission. ghat the Council have a'neon
sign showing Police Department and Sheriff Substation placed in,front
of City Hall Providing Riverside Co. Board of Supervisors would place
in their budget a modest rent for the space the substation uses. That
the Council contact the Division of Forestry in regards to beautifying
their grounds leased from the City.
Whereupon it was moved by Councilman Merrifield second by
Councilman Stokes that the, Street Commissioner Allen- and,Yayor Tarpley
be authorized to contact.City Engineer D. R. Crane regarding the
,widening of the East side - of Main ,Street and submit 'plans, to the
Planning Commission, which motion upon vote was carried.

Councilman Smith that the matter of placing neon sign in front of
City Hall be tabled for further consideration as to prices etc., which

Smith that Clerk write to Division of Forestry in regards to their
improving their buildings and beautifying the grounds under lease from
the City, which motion upon votewas carried.
Thereupon the Clerk read the amendments to a lease to Doyne and Marian Stokes
and resolution No. 460 granting to Doyne and Marian Stokes an amended lease granting
them one more lot than former lease "and permission to blacktop front of said lot.

resolution No. 460 be passed and adopted as read, 'which motion upon vote was carried.
Whereupon it was moved by Councilman Merrifield second by Councilman Smith
that the Clerk be instructed to advertize for bids for the"furnishing and installing
of approximately 2100 feet of six inch water pipe following State Highway 395 from
Mt.View and Library to Country Club'' Blvd. Bids to be opened at 7 :30 P.M. Monday,
June 23rd; which motion was carried by the following vote:

property at foot of Spring Street and Lake providing said parties, get`a franchise

A regular adjourned meeting of the City Council of the City of
Elsinore was held on the above date. The meeting was called to order
at the hour of 7:30 P.M. with Mayor Tarpley in the chair.
Councilmen John Allen, Leslie Merrifield, W. P. Smith, Fred
Stokes and Mayor Tarpley answered roll call.
Thereupon the 'clerk read the minutes of the June 9th meeting
and there being no errors or omissions were approved as read.
Thereupon the `clerk , read resolution No. 461, a resolution
granting J. E' Selcer and Harvey M. Selcer a license and franchise
on condition that he receive _a franchise from public Utilities
Commission, :on Westerly thirty feet of Southerly six hundred feet
of Spring Street for fifteen years.
Whereupon it was moved by Councilman Stokes second by Mayor
Tarpley that resolution No. 461 be adopted as read and the Mayor and
clerk be authorized to sign same, mhich motion was carried by the
following vote:

Thereupon the clerk read a letter from Pacific Coast Electrical
bureau stating that the 1917 Electrical code would be ready in a short
time and advised waiting for it before adopting an electrical, code.
Whereupon it was moved by Councilman Smith second by Councilman
Stokes that the matter of adopting an Electrical code'be tabled until
the 1947 code was available, which motion upon vote was carried.
Councilman' Allen, Street Commissioner, reports that Dean Fletcher
was grading some of the streets that came under the agreement with the
State to be paid from the 1/4 cent special gas tax fund. Also reports
that a man from the Dept, of State Highways would be in Elsinore within
a few, days to line up a program for the repairing of more streets with
- - special gas tax funds. Also reports that red wood posts were now
available for Street signs.

the - Street_Dept. be authorized to purchase up to two hundred_4x4x8 red wood posts from
Dill Lumber Co. @ $1.09 each, which motion was carried by the following vote:

Mayor Tarpley at this time states to the Council that good oak chairs could be
purchased for five dollars each, one of them being in the Council Chamber for them to
see. Also asked that he be authorized to buy a desk chair for his office.
Whereupon it was moved by Councilman Allen, second by Councilman Merrifield that the
matter of buying chairs for five dollars each be tabled, which motion upon vote was carried.
Whereupon it was moved by Councilman Stokes, second by,Councilman Allen that the Mayor
be authorized to purchase a chair for his 'office,' at the cost of eight dollars, which motion
upon vote was carried.
Whereupon it was `moved ''by Councilman Allen, second by Councilman Stokes that Police Dept.
be authorized to purchase an extra battery for emergency, which motion upon vote was carried.
Whereupon it was moved by Councilman Merrifield, second by Councilman Allen that Police
Cept. be authorized to put red light on top of Flagstaff Hill into working condition, which
motion upon vote was carried.
Thereupon the Clerk read Ordinance No. 277, an ordinance to adopt the uniform building code.
(1946 edition) published by Pacific Coast Building Officials Conference.
Whereupon it was moved by Councilman Merrifield, second by Councilman Smith that Ordinance
No. 277 be passed to its second reading, which motion was carried by the following vote:

liegh, which motion upon vote was carried.
Whereupon it was moved by Councilman Stokes second by Councilman Allen that a strip of Poe
Street from Lakeshore to the water be blacktopped on the now used street instead of the street
as shown on map, iti ich motion upon vote was carried.

of cockroachs and water beetle's from the sewer systen, of the city.

letter from the Paramount Pest Control Service be tabled, which motion upon vote was

Whereupon it was moved by Councilman Allen, second by Councilman Stokes, that the
recommendation of Iviayor Tarpley for the appointment of Fred Fhyne as a member of the City
Planning Commission be accepted by the City Council, which motion upon vote was carried.
Whereupon it was moved by Councilman Smith second by Councilman Stokes, that a
license be granted to Patterson & Brown for 'a boat landing for a period of three months
at the regular fee. They to be given a lease after city had contacted Mr. Chudliegh, the
present leassee, which motion upon vote was carried.
Whereupon it was moved by Councilman Smith second by Councilman Allen, that the clerk
be authorized to advertise for bids for a 1/2 or 3/4 ton pick-up truck for the City ,later
`Department; Present pick -up truck to be a trade -in on new car, with delivery within 60 days,

Merrifield, that the City Water Clerk be authorized to employ extra
help in that department up to $65.00 per month. Which motion upon
vote was carried.
Whereupon it was moved by Councilman Stokes second by Councilman
Merrifield, that police commissioner Smith be authorized to spend up
to $60.00 to repair the City Jail, which motion upon vote was carried.
Whereupon it was moved by Councilman Smith second by Councilman
Stokes, that the Janitor remove all stored equipment in the City Jail
to another location, which motion upon vote was carried.
Whereupon it was moved by Councilman Merrifield second by
Councilman Allen, that the Auditing Committee contact different
public accountants and get prices for the yearly audit of city books,
which motion upon vote was carried.
Thereupon Mayor Tarpley called on Mr. Wilson who asked the
City Council regarding new sewer lines on Poe and Langstaff Street,
and was informed by the Council that he would have to circulate a
petition among the property owners on those streets, and turn the
petition in to the City Council for action.
Thereupon IFrayor Tarpley asked the Council if there be no
objection he would appoint Councilman Allen as acting mayor of
the City Council while he was away on vacation.
Whereupon it was moved by Merrifield second by Councilman Allen
that the bills be allowed as audited by the Auditing Committee, and
clerk be authorized to issue warrents for same, which motion upon vote
was carried.

Councilman Stokes that the clerk and deputy City Attorney be authorized
to have a bill of sale drawn up and have said owner sign sane and the
City would accept his offer, which motion upon vote was carried.
Thereupon the clerk read a. letter from California. League of
Cities in regard to when cities would 'begin to get more funds from the
Liquor Control.

that the letter from California League of cities be ordered filed, which motion

Mr. Wilson of 409 North Poe, Street was present and asked for a City license
to operate a,barbeque pit at his place which,was refused by the City. Council as
that location was in a R3 zone restricting retail sales.

that the American Legion be granted permission to close off Heald Avenue between
Main..Street and Spring Street to hold a Street dance on the evening of July 4th,

Deputy City Attorney Gediman reports that he had contacted Mr. Chudliegh in
regards to his lease with the.city on beach property, and that there had been no
intent to violate the terms of the lease and upon recommendation of Attorney Gediman
the following motion was duly made and passed.
Whereupon it was moved,.b.y Councilman Merrifield, seconded by Councilman
Stokes that Mr. Chudliegh be given a new lease for five years on the front
100 x 100 feet of said property, paying in advance x'75.00 per year for the last
two years of lease,,-the three first years having been paid. Brown and Patterson
to be given a five year lease on the balance of said property extending into
the lake at $75.00 per year payable yearly in advance. Attorney Gediman authorized
to draw up the two leases with resolution attached to present to the Council at
their regular meeting duly 14, 1947, for adoption. GVhich motion upon vote was
carried.
Councilman Allen reports that the new garbage collector was getting caught
up and had the collections pretty well lined up and probably would not have any
more complaints. Suggested that old fire hose be left at the.City Dump so that
they could wet down the dump after burning so as to leave no chance for a fire to
get started.

Stokes that the bills be allowed as audited by Auditing Committee,- -.and .clerk

A regular meeting of the City Council of the City of Elsinore
was held on the above date. The meeting was called to order at the
hour of 7:30 P.M. with Councilman Allan acting Mayor in the chair.;
Councilmen John Allen, Leslie Merrifield, W. P. Smith and Fred
Stokes answered roll call. Mayor J. A. Tarpley absent.
Thereupon the clerk read the minutes of the adjourned meeting of
July 21st which were approved as read.
Thereupon the clerk read ordinance No. 280, for its first reading,
an ordinance for the adoption of the 1947 edition of the elecgrical code
Whereupon it was moved by Councilman Smith, second by Councilman
Stokes that Ordinance No. 280 be passed to its second reading, which
motion was carried by the following vote:

Thereupon the clerk read a letter from a Mr. J. Futchins asking
for a permit to operate boats for rent at the foot of Kellog Street.

ask him to appear before the Council and explain just what he had in
mind, also said letter from him be tabled till next meeting, which

Councilman Smith reports that the dog situation was getting bad
and that the Police Department would have to start picking them up
and impounding them, notice of which would be published.
Councilman Stokes reports that it would cost around }240.00
to fully repair the ,ater Department Pickup Truck; it was decided to
fix only the brakes and radiator at the present, Water Commissioner
Stokes to investigate the purchase of a used Pickup.
Thereupon it was moved by Councilman Allen, second by Councilman
Smith that fire commissioner ,Stokes be authorized to burn around the
City Dump, also some lots on 'Nest Graham, and to get the help of the
State Forestery, which motion upon vote was carried.
Thereupon Councilman Allen, Acting Mayor, reports that petitions
for the recall of Mayor J, As Tarpley sere on the table and a certifica
signed by the City Clerk that said petition had the required number of
names and the Council would have to call a special election.
�Uhereupon it was moved by Councilman Merrifield, second by
Councilman Smith that September 5, 1947, be set as the date for said
Special Election, which motion upon vote was carried.

Deputy City Attorney Gediman "be instructed to get in touch with Attorney Best and have him

Garbage Collector, saying fie had not bee--n given a long enough notice of dismissal.
No action on this matter, as it was a closed issue.
';Thereupon it was moved by Councilman Merrifield, second key Councilman Allen
that Thomas !Jilson be made City Pound Master and Dog Catcher, as per recommendation
of Councilman Smith., which motion upon vote was carried.
Councilman Smith stated that said Pound master would do this work and get what
he made on penalties, being a charge of one dollar for each dog plus fifty cents a day
.,_for feeding.
`!•..ereupon it was moved by Councilman Iaierrifield, second by Councilman :Stokes
that Councilman Smith, Police Commissioner, be authorized to repair the jail door as
needed, which motion upon vote was carried.
"]hereupon it was moved by Councilman Merrifield, second by Councilman Stokes
that as there was some misunderstanding about laws having to do with dogs that the
chairman request the County Health Dept. to have Mr. Miller attend the next meeting
of the Council and explain these laws, which motion upon vote was carried.
Mr. Pelkraan, member of theCity Fire Dept, suggests to the Council that the City
should have two Resuscitators with the large territory this valley covered where
drowning might occur.
The Council told Mr. Pelkman that it should be up to the County to furnish a
resuscitator for the community outside of the City limits, as City funds could not be
used for such purpose.
Vhereupon it was moved by Councilman Allen, second by Councilman Stokes that the
clerk write the board of supervisors and the I.Iayor to contact organizations of the valley
asking them also to write to the Board of Supervisors asking the County to have a
resuscitator furnished for this part of the County, %hich motion upon vote was carried.

be allowed as audited by the auditing committee and clerk be instructed to issue warrents

Thereupon Councilman Merrifield read in part the report of Allen 0. Smith who audited

Attorney Gediman to stop soliciting at the Bus Depot of the Inland
Stage Co.

ordinance to the agent in charge of the Bus. Depot for his approval,

Councilman I.'.errifield, member of uditing Committee, reported
that he had met with the City Treasurer and President of local bank in
regard to the recommendation of the auditor and the matter was being
taken care of.
Councilman Smith, Police Commissioner, reports that lie would like
to make a change in the police department, this r ^atter postponed to a
later time.
Dr. Ifiller, Deputy County Health Inspector, also City Health
Officer, being present, took the floor at this time and explained to
the Council the dog laws of the State; telling the council what steps
they should take as a public health measure in passing an ordinance
to control rabbles, thus making it necessary that all owners of dogs
who let them run loose on the streets, have the dogs inoculated`. against
rabies.
?Whereupon it was ?roved by Councilman hierrifield, second by
Councilman Stokes that the City Council have the County Health Dept.
draw up an ordinance covering the control of dogs within the City of
Elsinore and have it turned over to City Attorney for approval in time

Councilman Stokes reports that it had been called to his attention that
Juveniles had been causing some trouble late at night and thought that as the
City had a curfew law, it should be enforced.
Whereupon it was moved by Councilman aerrifield, second by Councilman Stokes
that Councilman Smith be authorized to have the Police Department enforce the curfew
ordinance, also to have the wiring repaired on the klaxon horn so curfew could be
sounded every night at 10:00 P.111., which motion upon vote was carried.
TAT. Thomas Yarbrough at this time again asked the Council regarding lots 18
and 20 in block 79 for the clubhouse for the Elsinore Progressive League, stating a
twenty -five year lease would be all right if "a clause could be added for a renewal
at the end of the twenty five years."

Mr. Williams of the Elsinore Hardware was called on and he told the Council that he
thought the police should patrol the business section on foot more than they did at present.
This turned over to Police Commissioner by the Mayor, for his action.

Mr .,Yarbrough,being present told the Council that he would like the City
to furnish water also to do some grading for -the ?3lsinore'Progressive League
as-the property was a.City park and therefore' should' be taken care of with
City Park funds.
Whereupon it was moved by Councilman Allen seconded by Councilman Smith
that Councilman Merrifield, Park Commissioner be instructed to have the 'Water
- Department make water' connections for said park, also to get an estimate as
to the cost of grading and rest rooms and report back at next meeting, which
motion upon vote was carried.
Mr. Miller, County and City Health officer at this time took the floor
and read a proposed ordinance for the control of dogs within the City limits
of Elsinore. This ordinance would make it unlawful to let dogs run loose
unless vaccinated', also all dogs in business district, beach and parks would
have to be on leash. Also'eaplained new laws affecting cafes, etc.
Thereupon the clerk read ordinance No. 281 for its second reading, it
being an ordinance amending ordinance 117, making it unlawful to fire a gun
of any kind within the City limits:

condition of the City Dump and the approach to said dump. Mrs. Reeves
being present was told by Councilman Allen that this matter would be

Mr. Williams asks Council that more policing was needed in
the Business District and Mr. Hodgson asked that the street lights be

Mr. Thomas Wilson, City Pound h1aster, asked the Council to back
him up in his authority as Pound 114aster, which he didn't seem to have.
Nas cromised full cooperation of the Council.
Councilman Stokes, V!ater Commissioner, stated that he had a
party that would like to purchase the old 1929 Model -A Pickup truck from
the water department, was told to find out what it was worth and report
back at next meeting.

Councilman Smith that the Police Department be authorized to purchase
a heater for the Police car, also to be authorized to spend up to j50.00
(fifty dollars) for emergency repairs and tires for police car, which

regard to the City Council considering a lower water rate for the Elsinore
Union Higil School, their reason for this-request was that the School grounds
where ,lawns were 'being kept up were used as a park `for -the public,- -and the
water bills were very high. -

meeting for October 7, 1947, for appointing committees for said
decorations, which motion upon vote was carried.
Mr. Dancer of '?est Pottery Street asked the Council for Stop
sign and a pedestrian walk for Pottery and Langstaff stxeets, was
told by Councilman Allen, Street Commissioner, that he would see if
this could be done.

stating that there has been rabies in the City of Elsinore and suggested
that dogs be closely watched and - 'stray cats eliminated.

Thereupon Mr. Tavis was called on, who stated that:, he was instructed by the property
owners Association to ask the Council to declare a cleanup week. Also that this Association
would clean up,the City beach if.the City wouldshelp.out with :their trucks and men.
Cleaning:up the beach met with the full co of: the "Council and Park Commissioner
err ifield was authorized to see that ,the ,City, ,equipment was there when the work started.

Mayor be authorized to declare a proclamation for cleanup week, Oct. 20, 1947 to October

equipment to the amount of $100.00 for the newly purchased resuscitator,

Councilman Allen brings up the Lretter of City Sewer system and
what it needed to bring it up to date, stating that :`r. Biglow of the
Fraiser Engineering Company had been here and made a survey, and would
furnish the City with his report if they so desired.

Council that he had inspected said plumbing and electrical wiring and
found it perfect.

Councilman Allen, Street Commissioner reports on the Motor Grader, stating that
there was a chance of the City getting road equipment from surplus Government property
and thought it best not to go through with advertizing for bids as was moved at the
November meeting.

war assets administration right away and find out just what equipment was available
at this time that the City could purchase, mainly motor graders. Which motion was

�I Mr. Harmon Maintenance Supt., at this time reported on the progress at the
General petroleum Cols. well stating that part of the pipe line to the cities Main
had been laid, and suggested the type of pump that he thought would work best.

that as the lease for the above mentioned well had not been returned to the City

Mr. Conklin of Country Club Heights was called on at this time and he as
II spoksman for the residents of that part of the City asked the Council to do something
{ about the strong sulphur water they were getting since the new pipeline had been
connecthd.. Was informed by the Council that as soon as the Water Dept. got time and
the necessary pipe to make more changes the water would have time to airiate.

(� Mr. Butler was called on at this time and asked the Council for a permit to
operate a child ride concession. Was informed that the Council would consider and he

could get an answer on the Monday December 8th meeting.
Mr. Meyers, Building Inspector at this time asked the Council regarding number
of units that was allowed on West Graham near Mohr St. was informed that the number
request was allowed.

Mayor Tarpley reported that Mr. Lucking of the Power Co. and himself had
&gain checked for lights on Lakeshore Drive and had found out that ten lights would be
onoughtfor Lakeshore, and as twelve had been ordered suggested the two left over be
installed on South Poe Street.
Whereupon it was moved by Councilman Merrifield second by Councilman Stokes
that the former motion regarding said lights on Lakeshore Drive be recinded, and
declared void, which motion upon vote was carried.
Whereupon it was moved by Councilman Merrifield second by Councilman Smith
that the California Power Company be instructed in install ten street lights on
Lakeshore Drive and two on Poe Street between Graham Ave, and Lakeshore Drive, which
motion was carried upon vote.
Whereupon It was moved by Councilman Stokes second by Councilman Smith that
the clerk be authorized to inform Mr. Me Kee of the Lake View Bath House property
that the side walk on his property was in a bad condition and should be repaired
right away, which motion upon vote was carried.
Whereupon it was moved by Councilman Merrifield second by Councilman Smith
that the bills be allowed as audited by the auditing committee and clerk instructed to
issue warrants for same, which motion upon vote was carried.

financial aid from the City for advertising folders which they were having printed.

amount of seventy —five dollars be authorized for advertising folders and paid when the
printing company billed City for same, which motion was carried by the following vote.

(request be turned over to Councilman Merrifield Park Commissioner for investigation and
:report his findings to the City Clerk, which motion upon vote was carried.
Whereupon it was moved by Councilman Stokes second by Councilman Smith that the
I!Police Dept. be instructed to notify all service stations not to allow any of their,
:waste water to run on the City Streets, this being in violation of State and City laws,
fall should be equipped with sumps where said water drained intq sewer. Which motion
lupon vote was carried.
Mr. Harmon Street and Water Superintendent reported that the cost of cutting
the water line to Country Club Heights area from the high to low reservoir would be
about $200.00.
Whereupon it was moved by Councilman Merrifield second by Councilman Smith
that the Street and Water Superintendent be authorized to make the above change as
soon as he had the time, which motion upon vote was carried.
Whereupon it was moved by Councilman Allen second by Councilman Merrifield that
as the side walk fronting the Wreden Hotel property on Heald Ave. just west of Spring
St. was in bad condition the clerk be authorized to send a notice for repair to the
Wreden Hotel, registered mail, which motion upon vote was carried.
Thereupon the Mayor called on Mr. Sackett who was present to tell the Council
about his Jeep Road Grader, offered a demonstration which was accepted. Councilman

for scene, which motion upon vote was carried.

Thereupon Councilman Smith read Resolution 490, a resolution authorizing the
City Clerk and Mayor to sign a lease between the City of Elsinore and Phillip Wagner
for the Sewer Farm.

Thereupon City Engineer Crane on behalf of getting titles cleared on those
certain properties lying Easterly of the West line of Block 17 of the original Toansite

City is willing to exchange quit claim deeds with property owners on the West line of
Block 17 to be determined by a record of Survey Map which will be placed on file in the
recorders office.

Thereupon Building Inspector Meyers reported to the Council that he had
nstigated condemnation proceedings on the property which is occupied by thejCheckerbo�
afe and the Elsinore Yardstick Yardage Store. Reported he had notified the Owners by

council go on record as backing up the Building Inspector to the full extent of the

iving the Street Superintendent authority to proceed as quickly as possible with the
