MINUTE RECORD OF Regular meeting of the City-Council MEETING HELD ON THE 14 DAY OF January I9 46 A regular meeting of the city coancil of the cite of Elsinore was held on the aoove date'. The meeting was called to order at the hour of 7:30 P. M. with Mayor Yatich in the chair. Councilmen Leslie Merrifield, Clyde Longe, Vernon James and .Iayor Matich answer roll call. Councilman J. A. Tarpley absent. Minutes of the December 10, 1945 meeting read by the clerk and ap,)roved as corrected. Minutes of December 24th meeting read by clerk and there being no corrections or ommissions stood approved as read. Thereupon a letter was-read by Mayor Iutatich from Senator Dils- worth regarding State Funds. Thereupon a letter was read by the clerk from a Mr. E. L. ivied licott asking approval of the City Council for starting a flying field.. He having bought property just out side City limits, south of the City. Illayor Matich ap ^oints Councilman Longe to have city attorney write Mr. 1Tedlicot a letter stating that the members of the Council were in favor of an air field, but could not act as a City Council on this as it would be outside the City limits. Thereupon the clerk read ordinance No. 261, amending ordinance No. 236, for the second reading. :6hereupon it was moved by Councilman Merrifield, second by Councilman James, that ordinance No. 261 be adopt- ed as read which motion was carried by the following vote: Councilman IYerri_field yes Noes none. Thereupon -a letter was read from the La France American Fire truck Co. saying they had a radiator in stock that would fit the Elsinor City fire truck, at 150.00 dollars. ,'thereupon it was moved by Councilman Tarpley, second by Counci man Longe that the Fire Commissioner be authorized to order a radiator right away. Motion carried and so ordered. ;'Thereupon it was moved by Councilman Merrifield, second by Councilman Longe, that check for rent from American Legion for Building site be accepted and put in the proper fund. Vlrnich motion upon vote was carried. Thereupon Councilman Merrifield reads ordinance no. 262, a franchise to The Atchison, Topeka and Santa Fe Railway Co. The meeting was called to order at the hour of 7:30 P. 14, with TMayor Natich in the Chair. Councilmen: Leslie 14errifield, Clyde Longe, Vernon James, J. A. Tarpley and 1::ayor Matich answered the roll call. `PTinutes of the January 28, 1946 meeting read by the clerk and approved as corrected. This being Boy Scout'Week, Councilman Yerrifield introduced the boys that were to take over the various City offices. They were Uley Brown, Fdiayor, Bill Sackett, Ken -eth Lynch, Bob Senseman and Ben 1,11adrigal, Councilmen; Glenn Hales, City Clerk, Roulj High, Police Chief, Henry Brown, Fire Chief. The rest of the boys were fire men. "Mayor 10,atich gave the boys a talk and turned the gavel over to Uleyy Brown. Thereupon a letter was read by clerk from Lions Club thanking City Council for the good work in curbing speeding near the schools. Motion by P,errifield, second by Councilman Tarpley that letter be filed. Motion Carried. Thereupon a letter read by clerk from the Chamber of Commerce - of Palm Springs asking for support of proposed County Land use ordinance. Councilman Tarpley's report: Councilman Tarpley asks fireman Brady to report on demonstration they had seen on fog nozel fire fighting equipment which they would re- comend for Elsinore fire Dept. The rig they saw could be purchased for around D3000.00. Motion,by Councilman Long, second by Councilman Merrifield, that meeting be adjourned to the next regular meeting Feb. 25, 1946. Thereupon a resolution from Riverside County Supervisors was read by clerk regarding charge to be made to city when prisoners had to be taken to County Hospital. This resolution was ordered filed. At this time State Senator Nelson Dilworth comes in and is given the floor by Mayor Nlatich, and he explains the workings of the ninty million appropriation to the cities, also other subjects of intere Thereupon councilman - 'errifield reads Resolution No. 423. Re- garding hiring of City garbage collector. With consent of council this matter was posponed to Monday, March 18. Mr. Parks, local business man being present, was called on by Mayor Matich to state his problem. He brought up the subject of raising business license for transient photographers to pretect local business. This matter was turned over to councilman Longe to take up with city attorney as to what could be done. Mr. Gediman called on by Mayor Matich, Mr. Gediman asked for a rezoning of parts of Block 14 facing Limited St. for a modern trail - or camp. An ex- service man having a lease on said property. Whereupon it was moved by councilman, second by councilman James that this matter be tabled until the residence of that district could be contacted as to there opinion of a trailer camp at that loc- ation, which motion was carried.' Councilman Tarpley, water and fire commissioners report: reads letters from well drilling companys who gave prices on drilling and casing. Kilpatrick and Molten of Long Beach were present and gave these approximate prices and when they could start,specifieation to be gotten by Mayor Matich. Fire equipment discussed and Tarpley to contact Jim Cox as to what might be for sale at Camp Haan. Whereupon it was moved by Councilman Merrifield, second by Councilman Tarpley, that bills be allowed as audited by auditing com- mittee and clerk issue warrents for same, which motion upon vote was carried. Mayor Tarpley appoints himself and Councilman Allen on the disaster and relief committee. Mayor Tarpley at this time gives the Oath of Office to the newly appointed Councilman Smith who is welcomed by the members of the Council. 4 Mayor Tarpley states that he had been asked about locating and living in a trailer in back of Morton block, North Main Street. Thereupon the Clerk read a letter from the Division of Highways in regards to the moving of the end of the twenty -five mile zone signs, Letter stating that a survey as to moving said signs would cost the City abour 000.00, which would come from the City's share of the 4 cent Gas Tax fund. Councilman Allen, Street Commissioner, reports that he had had the garbage collector give the streets an extra sweeping so as to have them clean for Christmas. But as a whole the present setup on garbage collec- tion and street sweeping was very unsatisfactory. States that more block should be taken in on the street sweeping. Councilman Smith reports that as metal garbage containers could now be obtained, people should be reTuired to get same to put their garbage in and make it easier to handle. Whereupon it was moved by Councilman Allen, seconded by Councilman Smith, that the Council adopt a resolution extending their sympathy to dayor J.A. Tarpley-in his bereavement and written into the minutes of this meeting, which motion upon vote was carried.
