The meeting was called to order at the hour of 7:30 p.m. with Mayor Matich in the chair. Councilmem Merrifield, Longe, Woods, Goodcase and Mavor N18 tick answered the roof call. Absent none. Minutes of the last regular meeting of Jan..10th were read, and there being no alterations or corrections the minutes were approved as read. Communication of Division of Highways Encroachment permit was read pertaining to Southern California Gas Co. extending their gas lines on Graham Ave. acibss Main St. State Highways:: Motion by Merrifield, seconded by Lone all repairs on streets be turned over to Building inspector, to issue permits and inspect repairs to see if they are satisfactory. Motion carried and so ordered. Communication of W.W.H.Beach pertaining to expiration of City Water License Clerk Bond yIIS- 258217 expires Feb. lst, 1945. Motion by Merrifield, seconded by Goodcase, said bond be renewed. Motion carried and so ordered. Communication of the City of Ontario pertaining to League of Calif. Cities meeting to be held'at Ontario January 26th. 1945. Motion by Merrifield, seconded by Longe, communication be filed. Motion carried and so ordered Resolution #Ul pertaining to Building inspector at a salary of $25.00 per -month. Officer C.R.Parlier was elected to be the building inspector. Motion by Merrifield, seconded bv•Woods.'resolution 71 41.1 be accepted. Vote on same. Merrifield. Longe..Woods.Goodcase.Matich. Yes. Noes =none. A Mrs. Evans was present, and 'subject was in regard to Line St. To see if it could either be opened or revert back to original owners. Motion by Longe, seconded by Woods that Street Commissioner be author - ized to check with Citv A+.tornev on same, and report at next meeting night Feb. CR , 1945. Motion carried and so ordered. Councilments Reports. Woods Report Police Radio is installed in City Hall. and receiver in Police Car. Speaker to be installed in Police Car later. Woods also recommends building inspector be instructed to get building at 102 S. Main St. under way as soon as possible. Recommendatio: was made in the form_ of a motion by Longe, seconded by Woods. Motion carried and so ordered. Merrifield's Report Some sewer connections are not what they should be, and will check on same. The subject of garbage collection arose again:. Motion by Goodcase, seconded by Woods, Mr. Criner be allowed, $250,00 Der month for collection of garbage and cleaning streets as in the Dnst until other arrangements can be worked out. Longe +s Report Nothing to report except would like for Council members to inspect work that has been completed at Citv Park. Gnodcasets Report Report of installation_ of 10 inch water line on Langstaff St, Hnd received one bid of aDDroximately $IL.36.00 U mr: Matich volunteered to see a Mr. Rhodes of Riverside on same job, and renort next meeting. Bills were read, inspected and audited by the auditing committee. Motion by Merrifield and seconded by 'Floods. bill be allowed and Clerk be instructed to draw warrants on same. Minutes of the regular meeting of Jan., 24th were read,and there being no alterations or corrections the minutes,### were approved as read A commutation was read from the Division of Highways pertaining to the'1 /4 ct. tax allocation of which Elsinore's portion is $266.56 Motion by Merrifield, see. by Goodcase commutation be filed Motion carried and so ordered. A commutation in the form of an invatation from the Calif . Tax Payers assocation to attend the Nineteenth Annual Membership meeting on Feb,, 21st. 1945. begining at 10:00 A.M. at the Biltmore'Hotel, Los Angeles, Motion by Goodcase 'sec by Woods that that commutation also be filed. Motion carried, and so ordered.- Commutation from the 0 P. A. Was read pertaining to the paying of the rent of the War Price, and Rationing Board Office at their new location. 103 So Main St. Ilotion by Goodcase sec by Longs that Clerk be instructed to have City Atty. to draw up Resolution covering their new location at 103 So. Main St. Elsinore , and the City Of Elsinore to pay the rent to the ammount of $ 25.00 per Mo. Motion carried and somordered. A commutation from Councilman woods tendering his resignation from the City Council., As he had purchased a business at Temecula and expected to move there by the 1st. of March. Motion by Goodcase sec by Merrifield that resignation be accepted with regrets, motion carried , and so ordered. Motion by Goodcase sec by Merrifield that Mr. Vernon James be appointed to fill the #000 #0 unexpired term on the City Council vacated by the resignation of E. K. woods. Vote on motion. Ayes Merrifield. Longs. Goodcase. Matich. No's none absent none. Motion carried and so ordered. Mr. James was sworn in by Mayor Matich who also gave Mr. James quite an acceptence speech,and explination of his duties. Mr James countered with a few well chosen words of acceptence, and expressing his thanks, and apprecation of being appointed as a member of the City Council, and would preform his duties to the best of his ability. City License 8a Water Clerk's, City Clerk's, and City Treas. reports were read, and corresponded. Motion by Longs sec by Goodcase Reports be acceptedas read motion xarried and so ordered. Motion by Longs sec by James Clerk be instructed to inform the Chief Of Police one of his duties is to assist the License Clerk to collect deliquent City licenses. Motion carried and so ordered. The subject of the Amer. Legion lease on-building site for $ 1.00 per year. Motion by Merrifield sec by'Goodease elerk be instructed to contact City Atty. to draw up new lease in favor of the Amer Legion for one year for v 1.00 Motion carried and sor_ ordered. Bills were read inspected, and audited by the auditing committe. Motion by Merrifield sec by Longs that bills be allowed, and Clerk be instructed to draw warrants on same. motion carried, and so ordered. The written invatation to the Business People of the City had its results by a large attendenee there,being 40 business represenatives present. The purpose of the invatation, was to try'and form some means of raising more money to run the City business as the City monthly expenses are somewhat larger than they Vere some time ago The subject was quite thourghly discussed pro, and con ., but no definate solut ion was solved any more than.,leaving the matter up to the discreation of the City Council. Minutes of the last regular meeting of Feb.. 14th were read There being ane correction pertaining to the wording in regard to the closing of Line St., the minutes'were approved as read. The Council was very highly honored in the form of troop T 36 Bov Scouts was our Special Guests. The following Scouts were appointed Honorary Citv Dads foE the next 10 days. Mayor. Harry Gantz'. Policemen. ,t 14 it 49 Fireman. tP 11 i9 19 Mavor Matich made a very nice, and appropiate talk to the Bova and they were all very attenative. After which the Boys Were told they might go to the Ttava , and have a treat on the Citv. There were some discussion on the subject of a new location for the Boy Scouts Cabin or Lodge. The Bovs were informed the Citv had several parcels of land and the Bovs could take their pick , and as soon as possible their Cabin could be moved there. The same subject was discussed the Eve. before at the Lions Club., and they as well as the City Council were very enthuastic about the whole affair. As there is a Commitee working in behalf of the Scouts 1.4avor Matich appointed Councilman to act as a. represenative of the City to work with the Lions Club, and all other Civic Organizations interested in the betterment of Our Scouts. We All hope our Scouts can soon have # new -),narters or at Resolution'# 4:12 was read pertaining to the City of Elsinore paying the rent for the Local Ration Board at their new quarters at 103 So. Main St., at the sum of N 25.00 per Mo. Motion by Merrifield sec. by Goodcase Resolution #412 be accepted as read. Vote on same i.ierrifield. Longs. James. Goodcase. Matich. Yes. Absent none. Minutes of the last regular meeting of Feb. 28th. were read with one correction ( Class 200- 10 in pipe ) the+ minutes werer: approved as read,. City License, and Water Clerk's report was read . Motion; by Merrifield sec by Goodcase report be accepted as read. Motion carried and so ordered. City Clerk's and City Tress. reports were read, corresponded all balances being the same. Motion by Merrifield sec by Longe reports be accented as read. Motion carried and so ordered. Both reports showing the Liquor Control Fund to be p 499.27 in the RED. A motion was entertained by Mlerrifield sec by Goodcase that 5�' 500.00 be transfered from the General Fund to the Liquor Control Fund . Notion carried and so ordered. Resolution # 413 was read pertaining to the closing of Line St. from Lakeshore St south to the Lake. The said Resolution contained instructions pertaining to the closing of said St. Motion by Merrifield sec by Longe Resolution #L13 be accepted as read. Vote on same. Merrifield. - - -- -Yes. A commucation was read from the Southern Calif. Gas Co. containing a check for U45.71 covering their Franchise from Jan. lst. 1944 to Dec. 31st inclusive . Walser pertaining to the refund of rt 10.00 be returned to him. . as he had paid that amt. out to the plumbers truing to clean out the Sewer, and found the fault was at the Citv main at Main and Peck Sts. The fault being established that it the Citv property. Amotion was entertained by Councilman Merrifield sec by Longe that claim be allowed , and Clerk be instructed to draw Warrant for 110.00°in. favor of J. C. Walser. Motion carried -,and: so ordered. Merrifield's report'. Some sidewalks in the Citv are getting in a very bad condition, and property owners should be notified to have same repaired. No conclusive decision was reached. Longe's Reoort. Had contacted some of the members of the Bov Scouts Commities pertaining to the moving of the Scouts Cabin ,'and.find'that,said building was in such ,a bad condition it thought best to let the matter drop for the time being. Minutes of'the last regular meeting-of March 14th. were aw read and approved. B ills were presented and inspected and audited by the auditing commitee. Motion by Merrifield sec by J ames that bills be allowed ier and Clerk be instructed to draw warrants on same. Motion carried and so ordered. There was quite a number of persons present , and presente a petition opposing Resolution 413 pertaining to the closing of L !me St. from-Lakeshore Drive south tothe Lake. The Pattioners were notified the request was being made the through the regular channels of law., And that their pertition would have to go through the same channels, and they would be notified when the proper time comes for them to present their partition. Johnnie Allen was present standing by as a represenative 11of the Chamber Of Commerce. Also present was Bill Rankin representing the National Clothing Drive.,and explaining some the high points of said drive , and would like the endorsement of the City Council. Motion by Longe sec by Goodcase that Mayor Mativh get in touch with the Editor of our local paper , and have the indorsement of the City Council published. G oodcase's Report. Water mains on the last project were in, and in very good shape , but thought it adviseablenfor the City to buy more 6 and 10 in. pipe as there were more water mains that are going to need attention soon. Mr Gail Gough was called on first he being the Chairman of the program commitee for.V.,E. Day also reporting'on the same oommitte was Rev. The Churches are planning on having appro. l religous services as soon as possible after word has been received that Hostilities in Europe have ceased,. for instanoe if word is received at night ,the ;servives.will'be quite early, that morning, I "f before noon as soon after noon as can be arranged,. Mr MCKinzie suggests °forethe grade, sohools some appropiate exercises in the School Rooms, and not 'to declare a holiday for the youngsters to roam the streets. April "187th. atttha,City Council Chambers, and all interested parties are= :invited "to attend 'to, formulate plans { so no time will be lost, and everybody will °'know what he, and she are supposed to do. Mr. Tapia was persent in behalf of a Carnival to operate in the :.City limits for the period of 4 or 5 months during the summer months. Also for him to operate a dance , and dining room in connection with his regular business. The Council was not in a position to, give 'a definate answer on either subject , but would try and :have a definate answer by our 5 next regular meeting night April 25th. 194. Mr- Parlier, the City Building inspector reported on two different subjects. One was the.Massie building on South Again St. The owner of said building has made 2 or 3 trips from Long. Beach, and was unable to secure help to repair building, And had sent out Tierods which are ready to install as soon as help can be secured. The other report . A Court on South Main St. had built some buildings , and is thought some part of them-extend beond Private Property limits !into :the City Alleys. And as they had had a fire and burned up part of his equipment,, and didn't think, they would come here-for the= present. And his personal request for operating a dance in connection with his business on South Spring_St. He aws granted a permission by the City Council that-he could operate a dance or dances as per City Ordanenees at the, regular price of # 7.00 per night($2.00 for permit, and $5.06 for policin until suoh. time as permit or- license be revoked either by Poilee �oz City C-ouncil. Mr Harvey Holmes of the Shell Oil Co. was present and presented a Mr Flavio Madariago, and Mr Began of which both are interested in establishing, and operating a local Air Port, and would like very much to work in conjunction with the City of Elsinore. They have a lease, and option to buy a strip the location known as Beverly Acres. They left.a map showing the location of Strip U. in mind , and if not - suitable to the City another location could be agreed upon. The Council informed them that they would look into the matter , and have some information soon Mr Earl Leo Beavers was present , and offered the use of his boat known as the Thunder Bolt to be used as a Rescue Boat without any obligations whatsoever. Mr Beavers holds a City License to operate a boat landing or Peer . and also to run an Excursion boat , and possibly a Water Taxi. across the Lake at regular intervals. She was very much interested in getting` the streets in'her end of town improved as she has a rest home and thinks 'they need immediate attention in order.to get`in and out of heir, place. In rainy weather the streets, are "almost impassable. She was informed by the Council that °Counci:lmen' Merrifield, James and Mayor Matich will make the inspection Sunday at 10 AM-and will try to work out something. Then Johnny Allen was called upon and he asked the possibility of erecting a portable sandwich and cold drink stand at the Ball Park; all proceeds to be diverted or turned over to the Summer Recreation Fund. A motion was made by Longe and seconded by Goodcase that the Recreation Program be granted a license without cost to operated a concession at the Ball Park as long as same is carried on in a sanitary condition and passes- food -- recommendations. _.The motion carried and so ordered. Mr. Kenneth Sutherland was seeking information on amount the City can donate for the advertising of Elsinore Valley. Mayor Matich suggested 50.00 be used to start with and Advertising Fund be checked and if more is available then perhaps more could be donated. Dr. Miller of the County health Departmeht mad e quite a report on rabies and also suggested several precautions on the control of rabies. He also suggests a man be employed subject to 24 hour day call duty but only work 44 hours per week but to work different hours on different days so no one will know just when he will be on duty. He also stated Housigg condition in some parts of town are bad, in fact, he cited one group that was deplorable and with the City's sanction he will take immediate action. Dr. Miller was given a verbal OK to proceed. Police Chief Harmon reports the Police C. R. Parlier had turned in his resignation effective June 30th. Motion by James and seconded by Goodcase that the resignation of C. R. Parlier be accepted with regrets and Chief Harmon be given authority to appoint a new Policeman to replace the retiring Parlier. Minutes Of the last „regular meeting of the -Council, held on Nov. 13, were then read by the clerk, and approved as corrected. Thereupon a letter was read from a Mr.,- Knapp, ;attorney, for the Lake Elsinore Transit Co. regarding a loading zone for the bus'. It was moved by Councilman James, seconded by Councilman Longe, that this matter be held over until Mr. DeWolfe, operator of Lake Elsinore Transit Co., was present.,, Which-,motion upon,,,vote was carried. Thereupon a letter in the form of a petition signed by all the business men of Elsinore was read. TLey asking the City Council to take up the matter of sweeping the streets of the city and keeping them clean at all times. Mayor Matich turns this.,over to councilman. Merrifield to plan some way of taking care of it. At this time the spokesman for the businessmen being present, Mayor Matich calls on him to state just what they wanted. Mr. Wills takes the floor and explains about the street sweeping, which had been taken care of. Next about a parking limit,, saying that a good many of the people working 'in town left their cars parked all day op main Street so as the customers could not find a place to park. He.also asks.per mission to put up Christmas lights on the streets between light stand- Ards and a Christmas tree in the city; park.
