MINUTE RECORD OFREGULAR MEETING On CITY CCUNCIL - MEETING HELD ON THE _ 10th _,_,.. _ _ DAY OF ,...January 19 44 A regular meeting of the City Council of the City of Elsinore was held on the above date. The meeting was called to order at the hour 7:30 P.M. °: ith Mayor Matich in the chair. Councilmen: Leslie Merrifield, Henry Ferret, J.E. Mills and N. Matich answered the roll call. Absent: Councilman: Lovejoy Minutes of the last regular meeting of Council held on December 27 were then read by the Clerk and there being no corrections or omissions were approved as read. Thereupon the Water License ClerkTs monthly report was presented to Council submitting a statement of collections for the month of December as follows: Total Collections 11430.39� ?hereupon it was duly moved and carried that the report of the Water & License Clerk_ be accepted and ordered placed on file. Thereupon the City Clerkrs monthly report was _presented to Council wc.ich on motion duly made and carried was accepted and ordered placed on file. Thereupon the Clerk presented to Council the written resignation of Lena Callison as City Plater & License Clerk and City Judge. :Thereupon it was :roved by Councilman Mills and seconded by Councilman Lerrifield that the resignation of Lena Callison be accepted with regrets, same to become effective January 20th,1944'which motion upon vote was carried. Thereupon the Clerk presented to Council the written applications of May Tumlinscn, Alice Scott and Naoma 'Tappan for the positions of Water Clerk, License Clerk, and City Judge, and upon Councils due consideration of s::id applications. It was roved by Councilmen 011 s and seconded by Councilman Perret that Naoma Tappan be appointed to fill the positions of 1'fater Cler4:, License Clerk and City Judge, effective on the 29th,day of January,1944 and that she be engaged from date as assistant to the water clerk, lice clerk and City Judge, up to Jan.20th at the same salary now fixed for Water Collections 1155.25 License Collections 64.54 Police Fines 165.00 Building Permits 6.00 Police Officers fees 25.00 `:'later Deposits 12.00 Telephone booth rental 2.60 Total Collections 11430.39� ?hereupon it was duly moved and carried that the report of the Water & License Clerk_ be accepted and ordered placed on file. Thereupon a communication from E.C. Collatz was presented to Council in which he advised that the annual meeting and election of officers of the Imperial Highway Assn. will be held in Elsinore on the 29th day of January,1944 and solicited Council for the usual ^10.00 contribution to help defray the cost of advertising said meeting. Thereupon it was moved by Councilman Ivills and seconded by Councilman Merrifield that the sum of )10.00 be authorized _paid for advertising the meeting of the ImperiallHighway Assn. to be held in 'lsinore upon the presentation of a proper bill, which motion upon vote was carried. ,At this time Councilman Lovejo a; ^,peared and took his chair. Hhere upon the Treasurer's monthly report, just submitted was uresented to Council, which 'on motion °dul7T made and carried was accepted and ordered placed on file. Thereupon Bulletin Ivo. 19 -A submitted by i1ichard Graves, State Director of Civilian Defense was presented to Council and on motion duly made and carried was ordered received and placed on file. ,,h ereupon it was moved by Councilman ';fills and seconded by Councilman Lovejoy that Councilman Henry Perret be appointed to serve and be designated as the Personnel officer of the Elsinore Defense ?`:ar Council, which motion upon vote was unanimously carried. Bills in the amo nt of `,,;1564.12 as audited by the auditing committee were then presented to Council and on motion duly made and carried were ordered paid and the Clerk was instructed to issue warrants in payment of same. Thereupon a comminication from Geo Kellogg, Secretary of the Imperial Highway Assn. was presented to Council, in which notice was given that the Annual P,eeting and election of officers of the Imperial Highway Assn. is to be held at the raden Hotel, Elsinore on the 29th day of January 1944, at the '_ o:ar of 7 P -1, Whereupon it wad duly moved and carried that said communication be ved and filed. Thereupon notice received from Mayor .Pletcher of the City of Redland s presented to Council, giving notice that the Citrus Belt Division of e League of California Cities, is holding its bi- monthly dinner meeting edlands on Jan.28th 1944, 7:00-P.1.1., at the La Posada Cafe and it s recuested thct reservations for said dinner meeting be filed on or fore Ja.n.25th,1944. Mereupon it was agreed that said notice be received and filed. Thereupon a communication. from Richard Capenter,Legal Counsel for he League of California Cities was presented to council in lahich he ailed ati:.ention to the special legislative session beginning Thursday an.27,1944 and reported that at said session consideration will be iven to a constitutional amendment permitting taxation of federal roperty in Calif. and suggested that sho ld our city be affected by are that we contact our assembleman and senator. No Federal property sing located within the City of Elsinore, it was duly moved and carried hat said communication be received and filed. Thereupon the Clerk reported to Council that Naoma Tappan City >Jater License Clerk and City Judge has filed the required Public Official nd issue in her behalf. `.' Thereupon the Clerk presented to Council the written report of len 0. Whereupon it was moved by Councilman Mills and seconded by Councilman Perret that said check's be received and deposited to the credit of the proper funds which motion upon vote was unanimously carried. Thereu�Don a communication from the estate -Director of Civilian Defense was presented to council acknowledging receipt of copies of City Ordinance ;255 and Resolution #396 and requesting that we forww-,rd to his office the names of members of the local Defense Councilmname and address of the Chief Executive Officer, name and address of Director of Civilian Mar Services: and name and address of the Personnel Officer. ',':hereupon it was duly moved and carried that said communication be received and f iled and that the Clerk be instructed to secure the requested information at earliest date .possible and forward same to the State Civilia n Defense office. Thereupon the chair reported to Council that he has discussed with Mr. Thompson Of the law firm. of Sar &e and Thcmp,on, of iYiverside, the matter of the city's desire to purchase from them. the, parcel of. property owned by them and located on So. Langstaff A. adjoining city owned property and that AT. Thompson requested that the city su'l-mit to them a written off &r for said property. `Thereupon after due consideration of the matter by Council it was agreed that the city make an offermto purchase said property for t .e sum of X150.00 and that the clerk be instructed to submit a written offer on behalf of the city to Sa* and Thompson in the amount of 1150-00 for the purchase of said parcel of land. Thereupon the report of Fire Chief Ernest Johnson was presented o Council advising that Jack Calkins has been voted in as a new member f the 'Elsinore Fire Dept. Whereupon it was moved by Councilman Frills and seconded by Council rret that said report be approved which motion upon vote was carried. Thereupon the Warterly report of the State Diviscom of Highways was presented to Council, submitting a statement covering the Jan.1944_0 allocation of I gas tax for Streets of major importance, showing Elsinor V are to be :0296.66 Whereupon it was duly moved and carried that said report be accepted and ordered placed on file. Thereupon a communication from the Douglas Aircraft Co, addressed to iv "ayer 1iatich, was presented to Council in which they expressed their appreci•-tion and thanks for the courtesy shown them by granting them the privilege of holding a private dance for their organization on Feb.13th,1944 Whereupon it was moved by Councilmen i ,iIills and seconded by Co ncilman Perret that said communication be received and ordered filed, which motion upon vote was carded. Thereupon a communication from frank'. howsey, addressed to Uayor M:atich was presented to Council in which he advised that he has solicited at least a half dozen Insurance Conipanies to obtain insurance coverage on Geo. Clark's truck but was unsuccessful as none would take the risk under any consideration. Whereupon it was moved by Councilman Mills�.and seconded by Councilman Yerrifi6ld that George Clerk be released as City Garbage Collector and Street Cleaner, effective Feb.15,1944 which motion upon vote was unanimously carried Thereupon it was moved by Councilman frills and seconded by Councilman Lovejoy t,a.t it be authorized to purchase two $1000.00�11U.S. erY s €c Savings Bons with funds from the ;dater Fund, which motion was carried by the following vote. Lucking local representative of the Calif.Electric Power Co; was presented to Council in which he stated that his company are interested in the best interests and protecti of their customers from faulty wiring anc- faulty appliances and with this in mind submitted Ahree copies of i.odel ordinances covering all phases of electric wiring and installation of-electrical equipment which they would like to have council consider and.adopt. L. t: +;cEwen, Vice Chairman of the Elsinore {ed Cross was presented to Council requesting a contributic from the city to the Elsinore quota in the Red Cross Drive. Upon Councils consideration of the matter it was agreed by council that such a contribution could not legally be amde and therefore in- structed the clerk to notify curs. UcEwen to this effect. ';]hereupon notice received from the State Board of Equalization was presented to Council relative to the application for transfer of three lia_uor licenses from S.H. Coogan and Tudy Heffner to S.H. Coogan and Robert Heffner location 200 No. P,'fa.in St. Elsinore and council agreed that no action be taken on the matter. Thereupon Resolution '7397jwas introduced and read being a resolution of the cit; council accepting a deed from George Sarau and H.L. Thompson conveying Lot 1 and unnumbered lot lying north or` Lot 1 Block ly of Elsinore, to the City of 'Elsinore. Howard Habenicht being present made a very nice talk on 5th Victory Bonds and Post War planning. Billy Beach had a few words to say on the same subject. The newly born Chamber of Commerce had a member present - -Sandy B ham. The other talks and business being quite thoroughly gone over b he was called on he had already gained most of the information he was seeking so his talk was brief. Ernest Johnson and also Johnnie Mills talked on the same subject, that being the City should purchase some pipe to be carried as stock. Trousite, and cast iron were the two leading factors, and trousite pre- ferable, as that type of piping seems to stand up better with much less corrosion. There were also some talk and discussion about the purchase of Bonds, finally ending by a motion by Merrifield, seconded by ulloods that the City Clerk be instructed to buy 441,000.001"Series G- Bonds. Mr Hartman stating the Student Body thought a street dance would be nice for the higher grades, and a costume parade , and show for the lower grades. Such suggestion met with the aproval of the City Council. Being agreed by Council it was too late to hold said dance on Bain St. as there was not time to get permission from the State Highway Dept.,and instead would hold said dance on Heald St, between Main St. , and,Spring,St.,and same to be roped off for the occasion., and City of Elsinore would furnish free sandwiches, and hot chocolate or coffee. And all smaller children appearing in costume in parade a free sh&w. Commutation from B.S. was partly read pertaining to the destruction of Park benches, and tables being destroyed at Laleshore Park. Communication from the Vdoma.n's Club from Mrs. T. J. Hudson extending invitation to attend luncheon and program Thursday Jan 11th. Mr. Criner appears before Coilmcil and states that the salary paid iti_m for garbage collection is n.ot:_:sufficient pay for work required and asks that Co.a..ncil consider granting him an increase in salary. Council aggrees that errifield check the !natter with ''Kr. Criner and make report,next meeting. Criner also reports that ;state Board of - '1qualization are demanding that he report earnings and parr required fee, and requests that City notify Board of ?qualization that he is working on a. salary basis. Longe reports that instead of Building a boat landing, suggests that end of Spring St, be oiled to the Lake. Longe calls to Councils attention that at present no one is servin as Bldg, inspector.
