Yinutes of the last regular meeting of Council held on December
25th were then read by the Clerk and there being no corrections or
omissions were approved as read.

upon vote was carried.
Thereupon the Clerk presented to Council, final report submitted
by the State Division of Highways for i__!provement of the shoulders
on Graham. Ave. from Langstaff Street to the `;Nest City Limit.

that said report be accepted and ordered placed on file which motion -
upon vote was carried.
Thereupon the Clerk presented to Council a communication from City
Attorney Best relative to the application of the Temescal "rater Co. `for
permit, advising that he attended the hearing before the Division of ",rater
Resources in Los Angeles on December 16th and that the Division refused
to make any apecific notation in the permit as to the rights of the City
of Elsinore but covered the matter in general language by stating that•the
permit when issued would be subject to any and all vested rights. He
further advised that he was able to obtain a letter from the Temescal
',later Co. directed to the City to the effect that they would recognize the
Elsinore Contract and the 'Judgernent of the `Court as to these . waters; a
signed- coty -of said- letter was submitted for the City's files.

Thereupon Fire Chief Ernest Johnson submitted for Councils approval
an amended list of the Elsinore volunteer Fire Department Roster as of
January 5th, 1943, there 'being 10 men in the department, 3`being new
members.
T01hereupon it vas moved by Councilman Tills and seconded by Council -
man Perret that the roster of Firemen as submitted be appr'ived by Council
and that the Clerk 'be =instructed to forward a copy of said roster to the
State Compensation Ins. Fund, which motion upon vote was uhanimously
carried.
Thereupon it was reported to Council that, 'many inquiries are being
made for rentals in Elsinore and that it is advisable to have a survey
made =of the City to 'obtain a complete list of rentals available', and upon.
'Councils consideration of the matter, it was moved 'by Councilman - 'mills`
and seconded by Councilman PMerrifield that Councilman Perret be appointed
to contact the Secretary of the `Chamber `of Commerce relative to- having a
survey made of -the" "'City for obtaining a' complete list of "available rentals
to be filed at the Chamber, and that it be authorized to 'contribute not to
exceed ,25.00 for the work in connection with having such a survey made,
which motion upon : votia- was "carried.
611hereupon it was moved by Councilman Mills and seconded by- Council-
Dian Perret that it be authorized to have a notice published in the Elsinore
Leader Press requesting all people having available rentals to report and
file them with the Secretary of the Chamber of Commerce, which motion upon
vote wa -s carried.
Thereupon it was moved by Councilman .'ills and seconded by Council -
man .regret that the Clerk be 'instructed` to notify the Temescal Water Co.

mittee were then presented to Council, and on motion duly made and
carried were ordered paid and the Clerk was instructed to issue
warrants in payment of same.
Thereupon there being no further business to come before the
Council, on motion duly made and carried, Council adjourned to meet
in regular session on Londay, January 25th, at the hour of 7 :30 P.P:1.in
the City Hall the usual meeting place.

A regular meeting of the City Council of the City of Elsinore
was held on the above date. The haeting was called to order at the
hour of 7 :30rP.M. with Mayor Matich:in the Chair.
Councilmen: > C.A.LOVEJOY, Leslie Merrifield, Henry Perret,
J. .Mills and N.Mlatich answered the roll call.

of January 11th, 1943 were dispensed with.
Thereupon the Clerk pro -tem presented to the Council's communi-
cation :from: the Imperial Highway Association, signed by . C.Collatz
Chairman, extending an invitation to the City; "Council to attend a-
meeting at the- fireden Hotel on January 30th. The Association also
I requested a donation of ten dollars be allowed for publicity expense
in connection with same.

j thereupon it was moved by Councilman Mills and seconded by
Councilman Lovejoy that ten dollars:,be allowed the Imperial Highway
Association.; which; motion, upon vote was carried.:

Thereupon the Clerk pro -tem, presented to the Council a communi-
cation from;.:the:Cudahy'Packing Company,:Los Angeles,, regarding the
Business License for 1943, and requesting that said ordinance be re-
moved and the tax cancelled due to present conditions in the Meat
Industry.
?-Thereupon it was moved by Councilman Mills and seconded by
Councilman Lovejoy that the Clerk pro -tem, be instructed to write a
letter to.the Cudahy Packing Company, informing;: them that some time
would::be necessary to check on; the. license ordinance and that should
action be taken at a later date, to repeal ordinance, that all payments
made could be refunded. Until such time the license must be paid.
`The total charge, if paid within discount date,,being $11.20, a very
nominal charge for business license. ;Vhich motion upon vote was carrie
®� Thereupon the Clerk pro -tem reported the receipt of a check from

Councilman Perret that said check be accepted and deposited in the
City Treasury.
REGULAR MEETING OF THE CITY COUNCIL JANUARY 25th, 1943
Reports of Commissions:
Police* Mayor Matich reported that Chief of Police MT.Harmon is ill at - his home. Relief Officer Wesner taking his place.
Park* Councilman Perret reported some damage done -to City :'Park -by
recent storm. He also asked permission to remove three Pepper Trees
from the parloway in front of his property on E.Peck street, 'replac-
ing trees by new planting.'
Whereupon it was moved by Councilman Mills and seconded by
Councilman Merrifield that M.Perret be allowed to remove and replant
said trees.- " which motion,.upon vote, was unanimously carried.
Councilman Perret reported that the rent survey undertaken
by the City of Elsinore with Mrs Reta Fees surveying the 'rental
properties in a very thorough' - manner; had been completed. Three
copies of all .available rentals `had'been' made, one being left with
the Citu'Hall, one with the Chamber of Commerce, and a- one -with
the Leader`Press.
Fire* Councilman Merrifield reported that he had investigated the
prices of Fire hose and upon suggestion >by =mayor Matich, a >motion
was made by Councilman Perret`secondediby Councilman Lovejoy, that
Fire Commissioner Councilman Merrifield be authorized to purchase .
the needed Fire nose of about 500 ft.

Councilman Merrifield reported'.'that the City Fire truck is in
good condition except for 'one ' new tube which order has not arrived
as yet.
City Hall* Councilman Lovejoy 'reported some 'damage done to the City Hall
by rain storm. = I+ir. >Beach` had inspected::roof on City :Hall ' and reports
repairs will have to be made when the rain is over.
Street* Councilman -Mills reported one street in bad condition, follow-
ing local storm. A Bulldozer will be needed to work on it. --
Councilman Mills reported that local Defense: program, carried
out on January 17th, 1943, as quite satisfactory and plans will be
made to have a practice drill on Defense work at an early date.

Association was extended to the City Council, to attend the meeting
to be held February 4th, 1943, at the 01reden Hotel. Mayor ivfatich
made three reservations for same. Councilman Lovejoy made reservation
to attend the Imperial Highway Association dinner January 30th, at
the e'Ireden Hotel.

Council and on Motion duly made and carried, were ordered paid and the

1943, and asking the Council to adopt a resolution: to extend the agree-
ment for 1943 if the city would like to continue with the,H_ealth Service
',hereupon it was moved by Councilman Pills and seconded byI Councilman
Lovejoy that Resolution „ '385 be passed being a resolution,by "the City
Council of -the City of Elsinore, -whereby the Agreement entered, into on

banks worse requesting the return of the >2C0.00hCheck posted as bond for
the bid on pumps at the sewage disposal plant. The Clerk pro -tem was inst-
ructed to return said check.
i_r. Glenn R. Davis of Corona then appeared before the Counc'il'in re-
gard to the Public Dance 'meld in the Tovdnsend .hall on Saturday nights. The
problem of police protection was discussed.' Mayor N..,atich as ,Police Com-
missioner decided to confer with City Attorney Eugene Best, and the County
Officers as to the manner of conducting and amount charged for public
dances in other places, and if advisable to amend Ord. , ?`161 to comply with
County Ordinances covering Public Dancing.

The City Tress. report for Jan. 1943 was read. Whereupon a motion
by Councilman Mills seconded by Councilman Lovejoy that the Water &
License Clerks report and the City Tress. report be accepted and filed,

Report of Commissions.
Police Commissioner - - Mayor Matieh reported the receipt of a letter from
the District Defense Council that a meeting of importance will be held in
the County Supervisors Chambers in Riverside on Fe. 16, 1913, and asking
that all those interested in Defense - Council. - operation be present at the meet -
ing. The'Co- operation of.rural and City Districts as one problem to be
discussed.
Mayor Matich then reported that he had asked the So. Calif'. Gas.Co.
to Bring to Elsinore certain motion pictures pertaining to the method used
by England during actual war time in maintenance of public utilities. Mr.
Pelkman to announce place and date of,:pietures to be shown.

Fire e - Commissioner - - Mi., Merrifield read a letter from Pioneer Rubber
Mills in regard to an order placed by the city for 500 ft. of fire hose -.

are having quite a problem with dogs running loose on the school grounds
The School Board asks the help of the City Police Dept, in picking up

pass a resolution authorizing an extension of said 'contract from June 30th
1942 to June 30th 1943 and further suggested that said Resoliution also
provide for a further extension of said contract for the next fiscal year
from July 1, 1943 to`June`-3Oth, 1944. '

to provide for a renewal of Contract with the County covering health

be referred to the Police Commissioner for action on said matter, which

Thereupon Mayor Matieh Police Commissioner reported to Council
that the City Police car was in need of an overhaul job and suggested
that he felt it is advisable to purchase and install a reconstructed
engine instead of overhauling the engi-ne in the car.
Whereupon it was moved by Councilman Perret and sedonded by Council-
man Lovejoy that the matter of overhauling the Police car be referred
to the Police Commissioner with power and authority to act an said
matter; which motion upon vote was carried.

program, throughout the County'.

tering into a new agreement properly covering current rates and submitted
such an agreement for Councils approval and execution.

Thereupon the Clerk presented to Council a copy of Resolution passed

Collector, which provides authorization for the sale of certain tax
delinquent property situate in the City of Elsinore and vicinity.

Thereupon Councilman Mills reported to Council that the sidewald
and curbing in front of the Plaza Block on No. ?ain Street is badly
broken up, creating; a hazardous condition and suggested that the owner
be orderer to repair same.
Upon Councils consideration of the matter it was moved by Councilman
Mills and seconded by Councilman Perret that the Clerk be instructed
to forward a letter to Mr. TQarer, notifying him of Mlle existing con-
dition and advising hi* that Council have ordered that he make necessar
repairs on said sidewald without delay, or that he will be obliged to
assume liability for any Claim for damages account any personal injury
which may be sustained as a result of his defective sidewald and curbin,

Dept.. have requested that the nine blankets which they have loaned to the city fof

M err ifield that the blankets in question be returned to the Forestry Dept, and that
the,City Hall commissioner be aul:horiz:ed to purchase the required number of

It was agreed by Council that card be returned requesting three
reservations for Elsinore.
Thereupon a communication from W.D. Blake was presented to
Council in which he reported that on October 16th he had a bad fall
at the S.E, corner of Main and Graham Sts due to the slippery
condition of the incline at this point, causing injury to his
wrist and damage to his clothes.

Councilman I`ills that said communication be referred to G.R. Gough
agent of Insurance Co. carrying the City's Public Liability coverage

and agree to deposit their check to cover the total cost of this pro-
ceeding.

field that the City Clerk be instructed to give written notice to the
property owners on the north side of 1. Graham Ave. between Spring and
Langstaff Sts. that their sidewalk's are in bad condition, causing a
dangerous hazard and request that they give i.-,m edilte attention to the
repair of` same,otherwise that the ?,r will be held liable for any claims
for injury that may result from this condition, which motion upon vote
was unanimously carried.

Councilman Perret that a leave of absence from the State be granted to
Councilman i:ills, who was called to the home of his father account

Thereupon the chair reported to Council that the So.Calif.Gas Co.
has reported to hirj. that they have the application of E.L. YcEwen for
gas service to a dwelling that he o=wns on Townsend St. and the only
condition on which they can grant th]s service is that MLcEwen places
his meter at the end of their line on ownsend St, and then runs his
private service line from said meter for the balance of the distance to
his dwelling and compa.n7' requires that he secure a permit from the City
granting him permission to install '''As meter in the Par'_way at the end
of the company line and lay his service line along said park-,;ay to his
dwelling and requests that Council grants such a permit.

Thereupon it eas duly moved and carried that Councilman Lovejoy

The clerk then read the minutes of the last four meetings held
by Council, being regular meetings held on Nov.Bth and Nov.22nd and
regular adjourned meetings held on Nov.23rd End Nov. 29th and there
being no corrections or omissions were approved as read.
Thereupon the dater & License Clerks monthly report was presented
to Council, subrn_itting a statement of collections for the month of
November as follows:

Thereupon the Treasurer's and Clerk's monthly reports were pre-
sented to Council, which on motion duly made and carried were accepted
and ordered placed on file.
Whereupon the Clerk presented to Council a com!t.unication from
Horner Cuckley, state Director of Civilian Protection, urging that
City authorities and defense Councils continue to maintain Auxiliary
Police, Fire, and emergency medical services at maximum strength
throughout the State for the duration of the Naar.

vicinity providing that the City authorizes and agrees to receive same
and issue a receipt for said truck to the State Dept. and further

Bills in the amount of r1032.69 as audited by the Auditing
Committee were then presented to Council and on motion duly made and
carried were ordered paid and the Clerk was instructed to issue
TUarrants in payment of same.

A regular meeting of the City Council of the City of Elsinore was
held on the above date. The meeting.was called to order at the 'your of

Thereupon the Clerk presented to each member of Council his annual
report covering detailed statement of the City's financial transactions
covering the period for the fiscal year from July lst 1942 to June 30th
1943.

man Bills that the Clerks annual report be accepted,which motion upon
vote was unanimously carried.
Thereupon Councilman Lovejoy on behalf of the Council members and

haefer Fountain pen as a xmas gift and in a few well chosen words ex-
ressed to the mayor the sincere appreciation of all of his fine spirit
f cooperation and splendid service rendered during the many ,years he
as served as Mayor of the City.The Mayor accepted the gift and stated
zat words could not express his feeling of deep appreciation and advised
aat the pen tiroald always be kept by him and treasured as his most
rized possession.
Thereupon the chair reported to Council that Lena Callison has in-
ormed him over the telephone that she wised to render her oral
esignation as slater and License Clerk and City Judge, but had stated
flat she would continue with her work until Council could arrange to
ppoint someone to fill her place.

Thereupon Council took up for consideration the matter of purchasing
two -way radio set for the city police car and upon due consideration of

It was moved by Councilman Tv, errifield and seconded by Councilman

radio broadcasting set for the City Police car, -11nich motion i,as carried
