Thereupon Resolution #354 was introducted and rE ^d being a Resolution of the City Council adopting Budget and approving Memorandum` of agreement for expenditure of scent gas tax allocated for Streets of major importance and authorizing the Mayor and City Clerk to execute said agreement for and on behalf of the City of Elsinore. Whereupon it was moved by Councilman Mills and seconded by Councilman Perret that Resolution #354 be passed and adopted as reed, which motion was carried by the.follo- ing Vote: Ayes: Councilmen: Lovejoy, Macy, Perret, Mills, & Matich Noes: None Absent: None Thereupon Anna M. Horton Secy. of the Elsinore Chamber of Commerce appeared before Council reporting that three bills totalling the sum of $7.00 have been submitted to the Chamber for payment coveing Xmas Tree decorations pruchased for the City Annual Xmas Tree decoratio and requested that the City assume payment of these bills. Mrs. Horton also informed Council that the Chamber of Commerce supply of Elsinore Folders has been exhausted and that it is being planned to order a new supply of folders and requested that the city Council contribute the sum of $50.00 toward the expense of said folders. Whereupon it was duly moved and carried that the requested of the Chamber of Commerce be granted. Whereupon Resolution - #356 was introduced and read being a. resolution of the City Council providing for the acceptance of a certain deed dated February 10thy'1941- conveying'to the -City a. portion of 'Warm Springs Park (Reserved). Ni. Rice of the sum of $10.00 contributed toward the expense of installation of the N. Main Street Sewer. - 74hereupon it was moved by Councilman Mills and seconded by Councilman Macy that said check for $10.00Abe accepted and deposited to the credit of the general fund, which motion upon vote was carried. Thereupon Council took up for further consideration the bids received for furnishing gasoline to the City of Elsinore for a term of one ,year. Mhereupon it was moved by Councilman Mills and seconded by Councilman Vlacy that the bid of the Shell Oil Company be accepted and that it be authorized to enter <�into a contract with said Company to furnish gasoline to the City on the basis of prices quoted.for a term of one year from March 1st, 1941, which motion upon vote was unanimously carried. Bills in the amount of : 96268 as audited by the auditing committee were then presented to Council and on motion duly made and carried were ordered paid and the Clerk instructed to issue warrants in payment of same. Thereupon there being no further business to come before Council on motion duly made and carried Council adjourned to meet in regular session on Monday February 24th, at the hour of 7:30 P.M. in the City Hall the usual meeting place. J. Cameron, Mayor of The City of Upland was presented to Council in which he advised that the next meeting of the Citrus Belt Branch of the California League of Cities is to be held in Upland on February 28th and requested that the enclosed card for reservations be returned at earliest date convenient. Whereupon it was agreed by Council that reservation be made for four from Elsinore. Thereupon the Clerk presented to Council the annual Franchise ; Tax Statements submitted by the Southern California Pas Company covering/ the year of 1940, together with their check in the amount of $340.58 to cover franchise tax due. ;°thereupon it was moved by Councilman Macy and seconded by Councilman Lovejoy that the annual Franchise Tax Statement of the Southern California Gas Company be accepted and filed and that check for 1340.58hbe received and deposited to the credit of the General Fund which motion upon vote was carried. Thereupon the Clerk presented to Council a communication from City Attorney Best in which he requested to be advised by Council as to their wishes regarding certain provisions to be incorporated in the proposed Ordinance providing for the regulation of Bowling Alley's. t'thereupon it was agreed by Council that this matter be referred to the Ordinance Committee and City Clerk for further checking with the City Attorney. Thereupon a communication from Joe Madrigal was presented to Council in which he applied for a permit to hold a dance on Burch 8th and requested that he be allowed to provide a party of his own choice for policeing said dance, instead of using a regular police officer. Whereupon it was moved by Councilman Lovejoy, and seconded by Councilman Macy that action on this matter be referred to the Police Commission, which motion upon vote was carried. Bills in the amount of $1421.63 as audited by the auditing committee were them presented to Council and on motion duly made RE,,GUL. Whereupon it was moved by Councilman Mills and seconded by Councilman Macy that the Clerk be directed to notify the Shell Oil Co. to take necessary steps to correct the condition complained of by providing proper drainage at their service station, which motion upon vote was carried. Thereupon the chair reported to Council that Supervisor Stanfield has discussed with him the possibility of working out a progr whereby the County may consider taking over Lake Elsinore for the purpo of creating and maintaining it as a County Park. Upon Councils discussion and:' -due consideration of the matter it was moved by Councilman Perret and seconded by Councilman Tills that the chair appoint a committee to contact the Board of Supervisors to ascertain just what action they will require Council to take in the matter which motion upon Vote was carried. Thereupon Councilman Mills reported to Council that he has received from the State Highway Department their approved s copy of Memorandum of Agreement covering Street Improvement Project #4B and submitted same to council for their approval. Thereupon it was moved by Councilman Mills and seconded by Councilman Perret that the Plans and Specifications for Project #4B be approved, and filed with the Street Commissioner, which motion upon vote was unanimously carried. Thereupon it was moved by Councilman Macy and seconded by Councilman Perret that the City Clerk be directed to write to Senator Phillips and Assemblyman Dillworth and express to them on belalf of Council their protest to the passage of bill relative to the disposal of sewage, which motion upon vote was carried. A motion was duly made and carried that the Fire Commissioner Yx. Roy Macy contact Fire Chief James Cox, and the fire Department about cleaning off lots. Mr. Frishman was asked to put a notice in the paper requesting all property owners to clear lots. Thereupon a telegram was read which was addressed ID Mayor Matich from Dr. Giannini et all- extending invitations to the Council to attend a May 1st luncheon in Los Angeles. Ordered filed J. E. Thereupon the Clerk presented to Council the wtitten report of the Citizens Committee appointeN by the Mayor to investigate the need for the establishment of a Fealth Center in Elsinore and it won reported that upon in- veytiFation of the matter it is the opinion of the Committee that present conditions do not warrant the' expenditure of City funds necessary to establish a Health Center in Elsinore at this time. The Committee reque9ted to be discharged and reieved from further activity in this Matter.
