Water Clerk in which she reporfed that for 'a' period of ''several months during the
past' year =the' water meter at ,the, Delaney ,property `t ^gas not ,in,'operatibn and there-
fore during said time -,` each” 'month a' `bill was submitted' on The b ^sis of the con-
sumption of. water requested on the meter .during the last month the meter was in
4 operation, and `that s3ad bilis`were`ail`pad and. now that'Mr..Delaney contends
that said charges were excessive, 'based upon a" comparison' ai'th `bills' pAid during
the same months in the preoeious year and has requested an adjustment be
made of the matter. An itemized stated of �r:'Delaney'F6"monthly water bills

acting upon, the matter of an'adjustment.

Thereupon the Clerk presented to Council Memorandum of
agree *ent, submitted by the State Division of Highways to be
executed with the City of Elsinore, covering the proposed expenditure
of one- quarter cent gasoline tax funds for City Streets of Major im-
portance for the fiscal year ending June 30th, 1941.
Thereupon Resolution #354 was introducted and rE ^d being a
Resolution of the City Council adopting Budget and approving Memorandum`
of agreement for expenditure of scent gas tax allocated for Streets
of major importance and authorizing the Mayor and City Clerk to execute
said agreement for and on behalf of the City of Elsinore.
Whereupon it was moved by Councilman Mills and seconded by
Councilman Perret that Resolution #354 be passed and adopted as reed,
which motion was carried by the.follo- ing Vote:
Ayes: Councilmen: Lovejoy, Macy, Perret, Mills, & Matich
Noes: None
Absent: None
Thereupon Anna M. Horton Secy. of the Elsinore Chamber of
Commerce appeared before Council reporting that three bills totalling
the sum of $7.00 have been submitted to the Chamber for payment coveing
Xmas Tree decorations pruchased for the City Annual Xmas Tree decoratio
and requested that the City assume payment of these bills. Mrs.
Horton also informed Council that the Chamber of Commerce supply of
Elsinore Folders has been exhausted and that it is being planned to
order a new supply of folders and requested that the city Council
contribute the sum of $50.00 toward the expense of said folders.
Whereupon it was duly moved and carried that the requested
of the Chamber of Commerce be granted.

for the "support extended to him in connection with the meeting of the
Imperial Highway Association held "at the Palomar Hotel, Elsinore on
January 25th, 1941.

by the Temescal 'Hater Company showing their accounting for the' =water
diverted into and withdrawals from Railroad Canyon Reservoir for the
perio d October 1st, 1940 to December 31, 1940. -" -
Whereupon it =was duly moved and carried' that'said- report
be'reoeiwed and ordered'placed'on file.
Thereupon the Clerk presented to Council a communication
from R" T.- Hicks County Auditor reporting -the sane of certain tax
delinauent property: located in the City 'of Elsinore and 'advising
that claim for the City's pro -rate share of the proceeds from the
sale of said property must be filed with th'e County Auditor on or
before April 7th, 1941.
Whereupon it was moved by Councilman PTills and seconded
by Councilman Lovejoy that the Clerk be directed 'to file the
required claim for and on-behalf of the City, 'which motion upon
vote was carried.
Whereupon Resolution - #356 was introduced and read being
a. resolution of the City Council providing for the acceptance of
a certain deed dated February 10thy'1941- conveying'to the -City a.
portion of 'Warm Springs Park (Reserved).
Whereupon it was -moved by '- Councilman Perret and "seconded
by Councilman Love -joy that Resolution ` #356 "be passed 'and - adopted
as read, which motion was carried by the follmwing' vote:

Whereupon Resolution #357 was intorduced and read being
a resolution,o;r the City Council providing ' that -the Mayor', 'and
City Clerk be authorized to enter -into an agreement "for end on

of the City of Elsinore, with the Board of Supervisors of the
County of -- Riverside, for the purchase ofcertain tax deeded property
located in* the City of Elsinore, under-'and' pursuant to: the pro =? `
visions of the Revenue and Taxation Code of California, .a.copy of
said agreement being attached thereto
Whereupon it was moved by Councilman Mills and seconded

Thereupon Councilman Lovejoy reported to Council the collectio
from S. Ni. Rice of the sum of $10.00 contributed toward the expense
of installation of the N. Main Street Sewer. -
74hereupon it was moved by Councilman Mills and seconded by
Councilman Macy that said check for $10.00Abe accepted and deposited
to the credit of the general fund, which motion upon vote was carried.
Thereupon Council took up for further consideration the bids
received for furnishing gasoline to the City of Elsinore for a term of
one ,year.
Mhereupon it was moved by Councilman Mills and seconded by
Councilman Vlacy that the bid of the Shell Oil Company be accepted and
that it be authorized to enter <�into a contract with said Company to
furnish gasoline to the City on the basis of prices quoted.for a term
of one year from March 1st, 1941, which motion upon vote was unanimously
carried.
Bills in the amount of : 96268 as audited by the auditing
committee were then presented to Council and on motion duly made and
carried were ordered paid and the Clerk instructed to issue warrants in
payment of same.
Thereupon there being no further business to come before
Council on motion duly made and carried Council adjourned to meet in
regular session on Monday February 24th, at the hour of 7:30 P.M. in
the City Hall the usual meeting place.

were then read by the Clerk and there being no corrections or ommissions
were approved as read.
Thereupon a communication from D. J. Cameron, Mayor of The
City of Upland was presented to Council in which he advised that the
next meeting of the Citrus Belt Branch of the California League of
Cities is to be held in Upland on February 28th and requested that the
enclosed card for reservations be returned at earliest date convenient.
Whereupon it was agreed by Council that reservation be made
for four from Elsinore.
Thereupon the Clerk presented to Council the annual Franchise ;
Tax Statements submitted by the Southern California Pas Company covering/
the year of 1940, together with their check in the amount of $340.58
to cover franchise tax due.
;°thereupon it was moved by Councilman Macy and seconded by
Councilman Lovejoy that the annual Franchise Tax Statement of the
Southern California Gas Company be accepted and filed and that check
for 1340.58hbe received and deposited to the credit of the General
Fund which motion upon vote was carried.
Thereupon the Clerk presented to Council a communication
from City Attorney Best in which he requested to be advised by Council

and requested that he be allowed to provide a party of his own choice
for policeing said dance, instead of using a regular police officer.

complaint has been made to him against the Shell Oil Company for allow -
ing greasy water to drain from their service station property and
collect and stand on the sidewalk in front of the adjourning property.
Whereupon it was moved by Councilman Mills and seconded by
Councilman Macy that the Clerk be directed to notify the Shell Oil Co.
to take necessary steps to correct the condition complained of by
providing proper drainage at their service station, which motion upon
vote was carried.

Thereupon a communication from Jonah Jones was presented to
Council in which he protested to the use of unmuffeled motor boats on
Lake Elsinore and urged that Council take action to provide that motors
be muffled.
Whereupon it was duly moved and carried that said letter be
received and filed.
Thereupon the chair reported to Council that Supervisor
Stanfield has discussed with him the possibility of working out a progr
whereby the County may consider taking over Lake Elsinore for the purpo
of creating and maintaining it as a County Park.
Upon Councils discussion and:' -due consideration of the matter
it was moved by Councilman Perret and seconded by Councilman Tills that
the chair appoint a committee to contact the Board of Supervisors to
ascertain just what action they will require Council to take in the
matter which motion upon Vote was carried.
Thereupon Councilman Mills reported to Council that he has
received from the State Highway Department their approved s copy of
Memorandum of Agreement covering Street Improvement Project #4B and
submitted same to council for their approval.
Thereupon it was moved by Councilman Mills and seconded by
Councilman Perret that the Plans and Specifications for Project #4B be
approved, and filed with the Street Commissioner, which motion upon
vote was unanimously carried.
Thereupon it was moved by Councilman Macy and seconded by
Councilman Perret that the City Clerk be directed to write to Senator
Phillips and Assemblyman Dillworth and express to them on belalf of
Council their protest to the passage of bill relative to the disposal
of sewage, which motion upon vote was carried.

'Whereupon the Motion was defeated.

Report by Guater Superintendent Johnson about the present
Fire hazard of weeds on vacant lots in the City. A motion was duly
made and carried that the Fire Commissioner Yx. Roy Macy contact
Fire Chief James Cox, and the fire Department about cleaning off lots.
Mr. Frishman was asked to put a notice in the paper requesting all
property owners to clear lots.
Thereupon a telegram was read which was addressed ID Mayor
Matich from Dr. Giannini et all- extending invitations to the Council
to attend a May 1st luncheon in Los Angeles.
Ordered filed J. E. Mills report. A complaint as to condi-
tions existing qt Townsend Hall Public dances on Saturday Nights Mr.
Mills report several articles stolen from parked cars in the vicinity
of Dance Hall.
Whereupon motion duly made and carried to refer to City
Police Department for investigation and correction if possible more
police protection in that area.
Bills in the amount of $2,420-74 as audited by t#e atditing
committee were then presented and motion by J. E. Mills seconded by
Roy Ilacy that bills be allowed and the clerk instructed to issue warrant
in payment of same.
Thereupon there being no further business to come before the
Council on motion duly made and carried Council adjourned to meet in
regular session on 11onday May 12th, at the hour of 7:30 P.M. in the

shade and added tables are needed at the Lakeshore Park`and` asked "that
Council give favorable consideration to this matter.

unit of shade at the Lakeshore Park and provide necessary lunch tables

which motion was carried by the following vote:

Vhereupon Ordinance #24:3 was presented to Council on first
reading being an Ordinance of the City of Elsinore amending ?Section 19

alleys.

Councilman Perret that Ordinance #243 be passed to its second reading,
which motion was carried by the following vote:

Councilman Macy that the Park Commissioner be authorized to pruchase

regarding sewage disposal method practiced by the Cite of Elsinore and
stated further that upon investigation of the tatter by MT. Harmon of the
Dept. he found that due to increased scwaCe flow the pumps are becoming over-
loaPed,"causinF a potential men4ce and therefore requ6sted that sufficient
pumping capacity be provided to correct this existing condition.
Whereunon it van moved by Councilman Mills and seconded by Coulcilman
Macy that the Clerk be instrected to acknowledge recipt of this letter and to
inform InFineer Gillespie that the matter of sewaEe "isposal in Elsinore is
receiving Councils serious consideration an?,Arly attention, ?shish motion upon
vote wP7 carried.
The Clerk then presented to Council a communication from Earl Warren
Attorney General, advising that Ahe Fifth Annual California Technical Institute
of Pe-ce Officers' TrainEin will be held at the University of California at L•S
Angeles from July -7 to July 19th, dulAr4thich time; each day, a Civilian Defense
subject will be taught by an outstanding U.S. Army or civilian instructor, and
urgently recommended that Council send as many as possible to Vtend this institute.
Whereupon it was duly moved and carried that said communication be
received and ordered filed.
Thereupon the Clerk presented to Council the wtitten report of the
Citizens Committee appointeN by the Mayor to investigate the need for the
establishment of a Fealth Center in Elsinore and it won reported that upon in-
veytiFation of the matter it is the opinion of the Committee that present
conditions do not warrant the' expenditure of City funds necessary to establish
a Health Center in Elsinore at this time. The Committee reque9ted to be discharged
and reieved from further activity in this Matter.
Whereupon it wnq moved by Councilman Mills and seconded by
Councilman Macy that the report submitted be accepted and filed and the
Committee be thanked for service rendered and that said Committee be 08chargeo
and relieved of further duty, which motion upon vote was unanimously carried.
Thereupon a tentative proposal submitted by Faulkner, Oakes and
Faulkner,, of Los Angeles, C.P. Accountants for the audit of the City's books and
records, was presented to Council.
-Whereupon it w2s moved by Councilman Perret and seconded by
Councilman Macy that said letter be received and-filed and a reply forwarded
advising that the rrvulnr audit period will not expire until! july 1st, 1942, which
motion upon vote an carried.
Thereufon the Clerk presented to Council, for consideration copies
of Rent Agreement submittQ,by the Neva5a-Calilornla Elecric Corp. providing
for the City's rental of a Transformer for use at the City Ball Park at a rental
of $3.75 per month; subject to cancellation at the City's pleasure.
Whereupon it wns moved by Councilman Perret and R&onOed by Councilman
Mills that the Mayor an& City Clerk be arthoriied to execute qaii aFiee7ent for
and on behalf of the City of Elsinore, which motion upon vote was unanimously
carried. n

Elsinore Chamber of Commerce appeared before Council, reporting
Vat Dr. Fox, County Health Officer,recently was a speaker at
a Lyons Club meeting and that it was his suggestion and expressed
desire that the City of Elsinore join the County Health Department
which for an annual fee of 1150.00would render a service to this
cummunity in connection with all Health and Sanitary problems, and
it was request that Council take the matter under consideration.

consideration various suggested improvements for the community

Minutes of the last regular meeting of Council held'on
September 8th were then read by the Clerk and there being no
corrections or omissions were approved as read.
Thereunon, the Clerk presented to Council, notice received
from the Seczetary of the Imperial Highway Association adviMd-
that the next meeting of said association is to be held at Brea,
California on Saturday September 27th at 6:30p.m. and urged that
Elsinore be represented by a large delegation at this meeting.
�i Thereupon the Clerk bresented to Council the written
application of Edgar E. Lang, 3310 6th St., Riverside for a
jl position on the City- Police force.
Thereupon it was moved by Councilman Mills and seconded
by Councilman Lovejoy hat said application be received and
placed on file for Future consideration, which motion upon vote
was carried.
Thereupon the Clerk presentee. to Council a communication
from L.H. McKenzie, addressed to Mayor Matich, relative to the
proposed plan for the organization of a co- ordinating Council for
the Elsinore Community and requesting that Council appoint one of

its members to serve on said Co- ordinating Council.
Whereupon it was moved by Councilman Lovejoy and seconded
by Councilman Macy that Councilman Perret be appointed to serve
as a member of the Elsinore Community Co- ordinating Council, which
motion upon vote was carried.
Thereupon the chair reported to Council that he has
been interviewed by Colonel Pierce a high ranking official of the
State Guard for this district, who requested of him that as Aayor
of the Cite- of Elsinore he appoint an Elsinore Community Defense
Committee, to function as a local organization for the purpose
of providing ways and means of rendering financial aid to and co-
operating with the local State Guard unit.
Whereupon it was _roved by Councilman Mills and seconded
by , Councilman Lovejoy that Council approve the appointment by
Mayor Matich of an Elsinore Community Defense Committee and that
I Councilman Macy be appointed to serve as a member of said Committee,
which motion upon vote was unanimously carried.
Ij Thereupon the Clerk presented to Council the application
of the Southern California Gas Company for a Franchise under and
pursuant to the Provisions of the Franchise Act of 1937, which
Act was sponsored by the League of California Cities.

Elsinore do hereby waive- ndtice of a Special meeting thereof to
be held on Monday the 29th day of September, 1941 at the hour of

Thereupon Mr. Tappa,owner of the Lakeside Auto Camp appeared
before Council and requested that Council take steps to provide
adequate drainage to take care of the possible overflow of Lake
Elsinore.
Upon Council's due consideration and discussion of the matter,
it was moved by Councilman Mills and seconded by Councilman
Perret that the Clerk by instructed to forward a letter to State
Engineer E.O. Sullivan and call his attention to the con -
dition of inadequate drainage provided under the State Highway
at Riley Street and Graham Av. in Elsinore and request that an
inaestigation.�af this situation be made with the view of providing
ways and means of correcting said existing condition which motion
upon vote was carried.
Thereupon it was moved by Councilman Mills and seconded by
Councilman Macy that it be authorized to transfer $2000.00 from
the Water Fund to the General Fund of the City, which motion upon
vote was unanimously carried.
Bills in the amount of $3191.67 as auditing by the Auditing
Committee were then presented to Council and on motion duly made
and carried were ordered paid and the Clerk was instructed to
issue warrants in payment of same.

rate share of the proceeds from the sale of said property not
later than Dec. 20, 1941.

Thereupon Council took up for further consideration the bids
received on the General Contract and Electrical Contract covering
the proposed Sewer Pumping Plant Improvement.
Whereupon it was moved by Councilman Lovejoy and seconded by
Councilman Macy that the General Contract be awarded to Ross Millard
which motion was carried by the following vote:

Councilman Mills that the Electrical Contract be awarded to D.R.

Councilman Macy that no action be taken on the execution of said
agreement until Supervisor Stanfield is contacted relative to the
matter which motion upon vote was carried.
Whereupon it was moved by Councilman Lovejoy and seconded by
Councilman Vacy that the check in the amount of $7.50Areceived
from the Presbyterian Church as payment for a gas heater purchased
from the City be accepted and deposited to the general fund, which
motion upon vote was carried.
